Description

The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to Eclipse Group Research Vessel, (RV) BOLD HORRIZON, moored at 10th Ave Marine Terminal 1800 Crosby Rd. San Diego, CA 92101. Class Number: 1265983, IMO Number: 7723821, MMSI: 303273000. Contract a US flagged survey vessel moored at a secured facility with limited access to the public for pier side shipboard Hook & Climb. Close Quarter Combat Tactics, Tactical Combat Causality Care (TCCC), and Chemical Biological Radiological and Explosive (CBRNE) training for MSRT West in San Diego, CA. Please see attached Statement of Work (SOW) for more details. This synopsis does not constitute a solicitation, however all responsible sources who believe they can meet all of the requirements may submit a capability statement that demonstrates clear and convincing evidence of capability, addressing the points identified above. All question/concerns regarding this post shall be submitted in writing (NO TELEPHONE INQURIES WILL BE ACCEPTED) to Contract Specialist, Robin Mayfield at Robin.L.Mayfield@uscg.mil no later than Feb 28, 2026, 11:00am (Pacific Time). Follow-up/additional questions will not be accepted after this date. The NAICS Code for this procurement 532411. The contract type will be a Small Business Set Aside and firm-fixed price. If no responses are received with sufficient information to determine that another responsible source is available, negotiations will be conducted with Bold Horrizon. All responses shall be written in form.
