Description
Request for Information Notice U.S. Embassy Mexico�International Narcotics & Law Enforcement Affairs (INL Mexico) Mexican Criminal Courts Telepresence Project This Request for Information (RFI) is part of the U.S. Government's market research efforts to identify capable vendors for supplying IT equipment, software and services listed in Appendix A: Technical Specifications and in the attached Statement of Work (SOW). The information gathered will help inform future procurement strategies and requirements. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued. Respondents are encouraged to review the attached draft Statement of Work (SOW). Notice Responses/capability statements should include the following: Contact information: Name of company UEI number Institutional or organization affiliation (if applicable) Email address Phone number Summary of credentials/professional experience relative to this and similar requirements including: Experience conducting business in Mexico as a prime contractor or subcontractor, particularly with state or federal judicial instituations and penitentiaries. Experience in IT services procurement, installation, and configuration, specifically for telepresence and secure digital communication systems. Experience collaborating with the Government of Mexico on project assessment, design, development, implementation, testing, delivery, knowledge transfer, and support/warranty services. For hardware and software installation, ability to provide technical documentation in Spanish, including detailed descriptions and functions of installed software and hardware. Recommendations to improve or clarify the Draft Requirements Document What information can/should be added to the document? The Draft Attachment A contemplates necessary hardware and software for a solution based on Google Workspace. Please advise on the feasibily of this and other PaaS solutions when considering the existing infrastructre within the various Mexican state prison systems and Mexican state judicial systems (as described in Attachment A) Any additional information that may benefit the Governemnt to refine the draft requirements document. Recommendation on whether this requirement is most effectively articulated as a Statement of Work (SOW) or a Performance Work Statement (PWS) Recommendations on the appropriate PSC and NAICS codes that best apply for this requirement. Based on the information and recommendations that you provide, please state the applicable pricing model that you would provide: Describe your organization's pricing structure for similar services (e.g. costs per equipment, implementation, storage, warranty Advise how this effort could best be strucutre as a firm-fixed price contract, if feasible. Provide estimated pricing based on your firm's practices, align with the requirments of this project. All prices will be considered notional and nonbinding. Offer recommendations to minimize the cost/price of this requirement Estimated pricing based on your firm's practices as algined to this requirement--all prices are undrestood to be both notional and nonbinding. List any missing information that you would need in orde to provide an accurate ROM or notional price. Do not include the following in the response: Do not submit formal proposals or offers; Do not submit requests to be considered for award or to be notified of a future solicitation; as a courtesy to vendors who submit capability statements, responding vendors will be notified should the government elect to issue a formal RFP/RFQ at a later date. Do not submit requests to be added to a mailing or distribution list; Do not submit questions or comments not related to this Request for Information; Do not respond via telephone.
