- THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO FAR OVERHAUL 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE PURCHASE ORDER TO VISION TECHNOLOGIES, LLC (UEI J6XHH3DPCVC6) TO SUPPORT SAFETY, OPERATIONAL COMMUNICATIONS, AND SPEECH PRIVACY WITHIN HUD FACILTIES. The U.S. Department of Housing and Urban Development (HUD) intends to award a sole source purchase order to Vision Technologies, LLC to provide maintenance and support services for existing Public Announcement (PA) and Sound Masking systems, including preventive maintenance, on-site support, firmware updates, emergency services, consumable replacement, and system optimization at the new HUD Headquarters at the Eisenhower Building in Alexandria, Virginia. This order will provide maintenance support of the public address system and sound masking system, and is compatible with existing audio-visual, life safety, and building management systems, required to ensure effective emergency communication, occupant safety, and compliance with applicable building, security, and acoustic standards. The period of performance will be 12 Months. In accordance with FAR Overhaul 12.102 (a), for acquisitions valued at or below the simplified acquisition threshold, the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available as Vision Technologies, LLC is the original system designer and integrator for the existing audio and acoustic infrastructure currently deployed within the facility. The required systems must seamlessly integrate existing proprietary configurations, programming, and network architecture that are uniquely known and maintained by this contractor, as well as maintain current warranties and compliance with safety, emergency communication and speech privacy. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Contracting Officer not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Responsible sources may identify their interest by responding to this notice via email to Michelle.L.Johnson@hud.gov no later than 10:00 A.M. EST, March 2, 2026. All information submitted should support the offerors� capability to provide the services required and shall be furnished at no cost or obligation to the Government. The primary North American Industry Classification System (NAICS) code is 541519, Other Computer Related Services with a small business size standard $34.0M. Any information received will be treated as market research information for future (same or similar) requirements.
