Description
Solicitation edited: January 28, 2026 Only changes is Questions and Answers document in attachments. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a request for Proposal in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2025-06 Effective on 01 October 2025. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://acquisition.gov. Submission of a quote acknowledges receipt of the applicable provision, and clauses incorporated into this solicitation. To be awarded this contract, the offeror must be registered in the SAM (https://www.sam.gov/portal/public/SAM/ and remain active during a period of performance.). All vendors MUST have a publicly visible registration in the System for Award Management (SAM). UEI, Duns & Bradstreet, CAGE Code & Federal Tax ID numbers MUST be submitted with offer. If you need any additional assistance in getting registered, please send me an email and I will send you additional instructions. Submission of a Quote acknowledge SAM registrations requirements. This requirement is solicited as a total small business set-aside in accordance with the FAR. and brand name. The NAICS code for this acquisition is 562991 (Septic Tank and Related Services). This solicitation is for a Firm Fixed Price contract and will be awarded using price and other factors. The offer must include proof of adherence to the specifications provided (the quote will be checked for technical acceptableness based on the attached PWS and has satisfactory past performance with Government contracts. REQUIREMENT: The Louisiana National Guard (LANG) 199th is requesting Chemical Toilet services located at Camp Minden , 100 Louisiana Blvd, Minden La, 71055, Base year 25 March 2026- 24 March + 4 option years with attached Performance Work Statement. This attached Performance Work Statement is for informational gathering purposes only. Submission of a Quote constitutes as receipt and understanding of the requirement; if there are any uncertainties about the requirement please ask prior to submission of a quote. TIMELINE 13 January, 2026 / 4:00 p.m. � Combined Synopsis/solicitation Issued 28 January, 2026 / 10:00 a.m. � Deadline for questions/clarifications (If applicable) 30 January, 2025 / 08:00 a.m. � Solicitation closes SUBMISSION OF QUOTES: Offerors shall submit a signed W912NR26RA003 Solicitation Worksheet with total price provided on page 3. The Government must have received from the offeror a fully compliant Quote. The Quote is compliant when it conforms to all the requirements terms and conditions specified within the solicitation, including the Performance Work Statement. SUBMITTAL OF SOLICITATION QUESTIONS: Questions concerning this RFQ or request for clarification shall be made in writing via email to: Contract Specialist � Mr. Jake Howard, jake.b.howard.mil@army.mil and Contracting Officer, Mrs. Crystal L. Stiles, crystal l.stiles2.civ@army.mil. QUESTION DEADLINE: The due date for the questions will be 10:00 a.m. on 28 January, 2026. When submitting questions and comments, please use following text as the subject of the email: RFQ No. W912NR26RA003 LAARNG 199th Chemical Toilets Evaluation and Award Award will be made based on price and other factors as shown below. All pricing must be provided for; this requirement will not be split. If any item is left blank, the proposal will not be considered for award. Other Factors - Evaluation Each factor will be evaluated on a basis of ""Acceptable"" or ""Unacceptable."" A proposal must be found acceptable in all factors to be eligible for award. Technical Capability & Servicing Plan: The offeror must provide a detailed plan that includes: A description of the types of units to be provided, including any required units with handwashing stations or hand sanitizer dispensers IAW the requirements of the performance work statement section 5.0. A plan for the delivery, placement, and servicing of all units IAW the requirements of the performance work statement section 5.0. Past Performance: The offeror must provide evidence of successful performance on similar contracts. Provide at least two (1) references from contracts of a similar size and scope within the last three (3) years. Include the client�s name, point of contact, contact information, and a brief description of the services provided. The government reserves the right to contact these references. Administrative Compliance: The offeror must submit all required administrative documentation. Provide a Capability Statement that includes the company's Small Business status, CAGE/DUNS. Provide evidence of all required business licenses. Award Process The agency will first evaluate all submitted price proposals, ranking them from lowest to highest. Then, the agency will evaluate the apparent lowest-price proposal for acceptability under the three factors listed above. All three factors shall be considered acceptable for an award to be made. If the lowest-price offeror is evaluated as ""Unacceptable"" in any factor, the agency will then consider the acceptability of the next lowest-priced offer, continuing this process as necessary until an offer is found to be acceptable in all factors and eligible for award. This requirement is being procured using Simplified Acquisition Procedures under FAR 13.5 and is considered a commercial item in accordance with FAR Part 12. FAR 52.217-8 Option to Extend Services When evaluating proposals for contract award, as part of the price evaluation, the Contracting Officer will evaluate the Option to Extend Services under FAR clause 52.217-8. This will be done by adding one-half of the vendor's final option period price to the vendor's total price for the base and all option years. The final award evaluation will include the base year, all option years, and the six-month option per FAR 52.217-8. The FAR 52.217-8 clause is usable at periods throughout the life of the contract but will not exceed a total of 6 months for the entire life of the contract.
