- INTENT TO SOLE SOURCE - 36C26326Q0308 The Department of Veterans Affairs intends to award a single source contract under FAR 13.106-1 for a firm-fixed price (FFP) effort for BD Equipment Maintenance Service to Becton, Dickinson and Company, dba BD, 1 Becton DR, Franklin Lakes, NJ 07417. The requirement is for one year and includes two (2) one year option periods. This announcement is not a request for competitive quotes. Market research revealed that Becton, Dickinson and Company is the proprietary developer and sole service provider for the required services. This is under authority of FAR 13.106-1(b); Only One Source Reasonably Available. The proposed action will provide equipment coverage, preventative maintenance, 24-hour emergency on-site service, software revisions, and telephone support for the BD FACSCanto, FACSCalibur, FACSLoader, FACSLyric, and Universal Loader equipment for the Iowa City IA VA Hospital. The North American Industry Classification System (NAICS) code for this service is 811210 ( Electronic and Precision Equipment Repair and Maintenance). Product Service Code (PSC) is J065 (Maintenance, Repair, and Rebuilding of Equipment: Medical, Dental, and Veterinary Equipment and Supplies). Small business size standard is $34.0 million. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement, including documentation from the proprietary rights holder, Becton, Dickinson and Company, dba BD, 1 Becton DR, Franklin Lakes, NJ 07417, that such contractor could provide this service as an authorized reseller, authorized dealer or third party. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government under authorities cited above. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement along with the information requested below, which shall be considered by the Government. The Government will consider responses received by the closing date of this notice. Information received will be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
