Description
ESR_TEMP FENCE REPAIR & INSTALL FOR VALE DISTRICT OFFICE, OREGON THIS IS A PRESOLICITATION SYNOPSIS. The solicitation is anticipated to be issued on or about July 3, 2025. All responsible sources may submit a proposal which shall be considered by the agency. This procurement is a SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET ASIDE. The Department of the Interior (DOI), Oregon State Office intends to issue a Request for Proposal for a firm fixed price construction contract for BIL ESR Fires Permanent and Temporary Fences Repair & Install for the DOI Vale District Office, Oregon. The description of work is repairing permanent fence to continue current grazing rotations and to construct temporary livestock fences to allow for a temporary grazing rest within the burned area while still maintaining grazing on the unburned portions of the fire areas. Modify and/or repair 207.16 miles of existing permanent fence on five (5) fires areas to repair wildfire damage. The extent of the damage to the permanent fence varies throughout the different fire areas. The contractor will be responsible for following the specifications on the total reconstruction permanent fence sections and on the entirety of the new temporary fences. Construction of 3.57 miles of new temporary fence on one (1) fire area to allow for a temporary rest of the burned areas. The project is on lands administered by the Vale District DOI within Malheur County and Baker County, Oregon. IAW FAR 36.204, the magnitude of this construction project is between $1,000,000 and $5,000,000. The performance period is 365 days after issuance of Notice to Proceed (NTP). The government estimates NTP will be issued approximately 9/15/2025. The NAICS code is 238990 and the small business size standard is $19 million. Requirement is subject to construction wage determination OR20250081, effective 01/03/2025. The most recent version will be incorporated at time of award. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. The basis of award will utilize the best value continuum -- lowest price technically acceptable (LPTA) source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factor is Relevant Experience. The solicitation is anticipated to be issued on or about July 3, 2025. All responsible sources may submit a proposal which shall be considered by the agency.
