SPOT SALE NO: 040ADV-25-Q-0019 TYPE: SURPLUS GOVERNMENT PROPERTY SALE OF MISCELLANEOUS: GPO�s Vehicles (see the list in Attachment B) OFFERED BY: U.S. GOVERNMENT PUBLISHING OFFICE Vehicles INSPECTION is offered on: June 23 and June 24, 2025 from 9.00 am to 11.30 am EST Questions for this spot sale #040ADV-25-Q-0019 can be submitted by email to surplussalesbids@gpo.gov by June 20, 2025, 2.00 pm EST and responses will be issued via an amendment on www.sam.gov BIDS SUBMISSION DATE: June 27, 2025 by 5.00 pm EST BIDS SUBMISSION is by email to: surplussalesbids@gpo.gov Successful bidders payments must be received by July 16, 2025, 4.00 pm EST Bids submitted under this contract must meet or exceed a minimum amount of specified for each vehicle. Any bids submitted with a value less than this minimum threshold shall not be considered. A bid deposit of 20% of the total amount of bid is required and must accompany this bid. Vehicles Inspections: Bidders are welcome to come and inspect the vehicles located at Lot 6 and Lot 50 at the GPO�s Building during the following times: June 23 and June 24, 2025 from 9.00 am to 11.30 am EST (each day). Please come to the GPO�s visitor�s center (the entrance door at the right building) located at the address: 732 North Capitol Street, NW, Washington DC, 20401. All visitors must have a valid ID. Bidders will be formed in groups and accompanied to the Lot 6 and Lot 50 to inspect the vehicles at 9.00 am, 10.00 am. and 11.00 each day on June 23 and June 24, 2025. Bids Submission: Bidders must submit the bid via an email to the following email address: surplussalesbids@gpo.gov with the following in the subject line �Bid Sale No. 040ADV-25-Q-0019, vehicle #(add number from the attachment B column A list), Fist and Last Name� by the bids submission deadline. Late bids will not be considered. In you plan to submit several bids, please submit a separate bid for each vehicle. Bids must include the following documents added as attachments to the email: Filled in Form 114 listed in Appendix C. Fully Filled Bid form listed in Appendix A. Bid deposit of 20% of the total amount in any of the following: please submit a picture certified U.S. Bank check, Credit Union cashier's check issued by a Federal or State chartered Credit Union, U.S. Postal Service or commercial money order Picture of the Driver�s License (Front) P a g e | 3 U.S. GOVERNMENT PUBLISHING OFFICE WASHINGTON, DC 20401 SALE OF GOVERNMENT PROPERTY - SPECIAL TERMS AND CONDITIONS Bids must be submitted via an email. Bidders shall enter their name and the vehicles number and description in the space provided in the Attachment A. Sealed bids are subject to the terms and conditions set forth herein, for the purchase and removal of the Government-owned property listed herein. All bids must be submitted by deadline specified above. There will be no public opening of bids. Basis of Award: Bids submitted under this contract must meet or exceed a minimum amount specified for each vehicle. Any bids submitted with a value less than this minimum threshold shall not be considered. The Contracting Officer shall make award based on the highest bid. The right is reserved by the Government Publishing Office to waive informalities and to reject any or all bids, or offer these items to other Federal Agencies, if considered in the best interest of the Government. This includes the Government's option to withhold any award, where the award is for an amount of money too small to equal the scrap value and/or to justify the cost of administering the transaction. Premise Inspection: The property listed herein is located at the US Government Publishing Office. Bidders are urged to inspect the property prior to submitting bid offers. In no case will failure to inspect constitute grounds for a claim or withdrawal of a bid after opening. The Government assumes no responsibility for any conclusion or interpretation made by the bidder on the basis of information made available by the Government. Bidders will arrive at GPO�s visitor center, and will be escorted to the designated location to inspect the property. During an inspection at a Government facility, bidders shall proceed at their own risk. The U.S. Government will not be liable for any or all debts, judgments, costs, demands, suits, actions, or claims of any nature arising from or incidental to an inspection at the Government facility, including any injuries that bidders may incur due to their own actions or neglect on during their visit to a Government facility. Bidders must comply with all building rules and policies during the inspection process. This may include, but is not limited to, submitting proper identification, elevator usage, etc. Warranties: The descriptions given are based on the best available information. The Government Publishing Office offers no warranties, written or oral, as to quality, condition, weight, size, or description of the property, or that it is in condition to be used for the purpose for which it was originally intended, and no such representation will be considered as grounds for adjustment or revision of this sale. Announcement: The Contracting Officer will notify the successful bidder that offer was accepted by the Government Publishing Office via an email. Payment: The successful bidder/purchaser shall render full payment and make it payable to �US Government Publishing Office�. Payment must indicate the �Spot Sale Number 040ADV-25-Q-0019, and be made by a certified U.S. Bank check, Credit Union cashier's check issued by a Federal or State chartered Credit Union, U.S. Postal Service or commercial money order. Payments also can be made via credit or debit card as follows: Payments less than $5,000 can be made at the kiosk located in the lobby of the GPO�s Visitor�s Center. The Kiosk will print the receipt that need to be submitted to the address below in an envelope with the bidder�s name and the vehicle number and description. Payments above $5,000 can be made via by a certified U.S. Bank check, Credit Union cashier's check issued by a Federal or State chartered Credit Union, U.S. Postal Service or commercial money order, and be submitted to the address below in an envelope with the bidder�s name and the vehicle number and description. Cash and personal checks cannot be accepted for payment. Property cannot be removed prior to complete payment. Successful bidder�s payments must be received by July 16, 2025, 4.00 pm EST. Eligibility of Bidders Bidders must be at least 18 years of age. Bidders will be required to provide their birth date at registration. A bidder's birth date will be used only to verify bidder's eligibility. This information is protected by the Privacy Act, 5 U.S.C 552a. In addition, bidders must not be debarred from doing business with the Government. GPO will verify that individuals and companies are not debarred by checking their information against the bidders debarred list which identifies those parties excluded throughout the U.S. Government (unless otherwise noted) from receiving Federal contracts or certain subcontracts and from certain types of Federal financial and non financial assistance and benefits. Oral Statements and Modifications Any oral statement or representation by any representative of the Government, changing or supplementing the offering or contract or any condition thereof, is unauthorized and shall confer no right upon the bidder or purchaser. Further, no interpretation of any provision of the contract, including applicable performance requirements, shall be binding on the government unless furnished or agreed to, in writing by the Contracting Officer or his designated representative. Bidders Indebted to the Government The bidder warrants, by accepting the online sale terms and conditions and submitting a bid, that he/she is not delinquent in paying for previous purchases of Federal personal property and any related charges. Indebted bidders will be ineligible for contract awards. Bidders will not be able to bid on items specified on this website until all debts have been cleared. Fraud Any potential bidder who knowingly provides false statements and/or conceal facts in relation to documents required by GPO is subject to prosecution by the Government under U.S. Code Title 18 in connection with identification or providing falsifying document. Notification of Sale Results Successful bidders will be notified by e-mail o/a July 9, 2025 and must make payment by July 16, 2025, 4.00 pm EST. Bid results will not be furnished via telephone or fax. It is the bidder's responsibility to follow-up on the status of the auction and to ensure that the bidder's e-mail address and all registration data are kept accurate and up-to-date. If at any time, the bidder's information changes, it is the bidder's responsibility to update the appropriate information. Who can attend? PO�s vehicle sales are open to all members of the public. Can I bid on more than one vehicle? Yes. To increase your chance of a successful bid, review and select several vehicles you would want to bid on. P a g e | 5 How does GPO determine who is awarded the vehicle? Each vehicle will be sold to the highest responsive bidder. GPO reserves the right to reject any or all bids including bids in which a bidder would take unfair advantage of the Government or other bidders. Can I refuse a vehicle after my bid was accepted? No, successful bidders are contractually bound to pay for and remove their vehicles from the GPO facility within the time period specified. Failure to pay for, or take possession of the vehicle within these time frames may subject the buyer to additional fees/penalties, or any other special terms and conditions of sale. Vehicles Photographs Photographs may not depict an exact representation of the bid item(s) and should not be relied upon in place of written item descriptions or as a substitute for physical inspection. How do I register my vehicle? Title to Property GPO will provide the vehicle title and the form SF 114 for the vehicle sale to the purchasers of motor vehicles that the buyers will take to DMV. Vehicles Removal Timeframes If you are the successful bidder, property must be paid by July 16, 2025, 4.00 pm EST. and property removed within 7 business days from the time and date of the successful payment, unless otherwise specified in the contract. A paid receipt entitled Purchaser's Receipt must be presented to the property custodian at the time of removal to verify proof of purchase/payment; otherwise, removal will not be permitted. The person removing the property will be expected to sign the Purchaser's Receipt and leave the receipt with the property custodian as proof that the property was removed. The purchaser must have the Government ID.
