- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference Number: N00244-25-Q-S028. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: Lockheed Martin Corp 3251 Hanover St Palo Alto, CA 94304 The North American Industry Classification System (NAICS) code for this requirement is 541512; the business size standard is 34 (millions of dollars). The objective of this sole source award is to procure the necessary technical support to investigate methods to advance the state-of-the-art in applications of Artificial Intelligence (AI) for High Energy Laser (HEL) automatic targeting, aimpoint selection and maintenance, and beam control. These services are essential to meet the requirements for the Spacecraft Research and Design Center (SRDC) in the Mechanical and Aerospace Engineering (MAE) Department at NPS. The Naval Postgraduate School (NPS) provides graduate education to military officers of the uniformed services, Department of Defense (DoD) civilians, and members of the international defense community. In conjunction with the primary mission of graduate education, the NPS participates in research activities in support of the graduate education mission. Lockheed Martin Corp is the only source that can support SRDC/NPS in current research areas in applications of AI to HEL systems. Lockheed Martin Corp utilizes proprietary algorithms to generate UAV image data for different turbulence, range, and solar intensity which was used in SRDC research. Under this effort, these algorithms will be further required. No other algorithms can seamlessly integrate and communicate with the exiting software suite and computer model. No other company has the required AI computer model and algorithms for completion of the required tasks, nor the deep expertise in Navy HEL systems that will allow for successful support of these efforts. This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the proprietary algorithms to generate UAV image data for different turbulence, range, and solar intensity needed for technical support of the applications of AI to HEL systems. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only asks questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 10:00 AM PST, June 23, 2025.
