- THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO AIR POLLUTION CONTROL PRODUCTS, INC. FOR PENTAGON CLASSIFIED WASTE DESTRUCTION FACILITY (PCWDF) OPERATION, MAINTENANCE AND REPAIR SERVICES. The Department of Defense (DoD) Washington Headquarters Services Acquisition Directorate (WHS/AD), the Contracting Activity, intends to award a sole-source, firm-fixed-price contract for Pentagon Classified Waste Destruction Facility (PCWDF) Operation, Maintenance and Repair Services to Air Pollution Control Products, Inc., 5906 Grove Ave, Richmond, Virginia 23226-2602. (SAM Unique Entity ID: H8ABSGQBSNA7; CAGE: 1L728). In order to meet the Government�s mission, the Pentagon Force Protection Agency (PFPA) requires procurement of PCWDF Operation, Maintenance and Repair Services with the following service requirement: The contractor shall operate, maintain and provide all repairs for two (2) incinerators and ancillary equipment at the PCWDF regulated by the Commonwealth of Virginia. Contractor must have the means to ensure continued uninterrupted support to the mission critical operation of the facility. All routine operation, preventative maintenance (PM), and repairs shall be performed during normal business hours, defined as Monday through Friday between the hours of 0600-1500. Emergency repairs may require weekend or outside normal business hour services. The contractor shall provide services to perform normal operations of incinerators and ancillary equipment in accordance with the Original Equipment Manufacturer (OEM) standards. The contractor shall empty ash waste from ash cans on a daily basis using the Government-provided forklift. The contractor shall maintain a clean environment free of excess dirt or debris to permit equipment to operate at levels equal to or greater than Acceptable Performance Levels (APL). The clean environment includes but is not limited to keeping the pits clear of buildup, keeping the bag house area free of debris, and changing ash cans. The contractor shall perform all PMs, repairs and emergency repairs of incinerators and ancillary equipment IAW the OEM standards. Additionally, the contractor shall perform Bag House Maintenance. As operator of facility on behalf of the Government, contractor must be familiar with all Virginia Department of Environmental Quality (VDEQ) compliance regulations. Contractor shall be subject to all VDEQ compliance regulations. Contractor shall ensure that during VDEQ compliance inspections no violations occur that would result in facility shut down or monetary fine. Inspections include modular controlled air combustor performance compliance inspections and waste management inspections for all equipment and processes. This is not a new requirement; this is a follow-on to current contract number HQ003421C0001, which ends on August 31, 2025. This is a commercial requirement with a dollar value over the Simplified Acquisition Threshold for one 12-month Base Period and four 12-month Option Periods. The work has historically been performed onsite at the Government plant in Arlington, Virginia by three (3) full-time equivalent (FTE) contract employees with titles of Licensed Incinerator Operator, Maintenance and Repair Technician, and Ash Removal Custodial Technician. These positions are subject to the Services Wage Determination (WD) #2015-4281, which sets forth minimum wage and fringe benefits for service contract employees on federal contracts in the locality. Air Pollution Control Products, Inc. can meet all salient requirements of the service requirement, and no other sources were identified in response to a Sources Sought Notice posted at the System for Award Management (SAM) under Notice ID #SEC04092025. This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) 13.501(a)(1) under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures. The NAICS code utilized for this procurement is 562213 Solid Waste Combustors and Incinerators, with a Small Business Size Standard of $47M. The PSC code is J036 Maintenance/Repair/Rebuild of Equipment-Special Industry Machinery. This notice of intent is NOT a request for proposals or quotations.
