Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract.� Requests for a solicitation will not receive a response.� Responses to this sources sought must be in writing.� The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below.� Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.� Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business and (i) must provide a capability statement, Salient Trained Integrator Certificate and addresses the organizations qualifications and ability to perform as a contractor for the work described below. The Phoenix VA Health Care System (PVAHCS), located at 650 E. Indian School Rd., Phoenix, Arizona 85012 is seeking a certified Salient (Software) Maint and License contract for Camera Security System. BACKGROUND The Phoenix VA Healthcare Center: Requires Contractor support to meet the need to provide Salient Software Support and license management and provide local system support maintenance for existing and additional camera system. PROJECT OBJECTIVES: To install Salient systems Software Maintenance Agreement, Licensing software and provide maintenance and technical support and repair of cameras and system, to include existing and new device warranty. The contractor should be Salient trained Integrator. Certificate required. a. Period of Performance: The contract shall be for one (1) Base Year and four (4) option years: Base Year: Awarded date-09/30/2025 OY1: 10/01/2025 to 09-30-2026 OY2: 10/01/2026 to 09/30/2027 OY3: 10/01/2027 to 09/30/2028 OY4: 10/01/2028 to 09/30/2029 SCOPE OF WORK/REQUIREMENTS: CLIN 0001-The contractor shall provide all necessary labor, materials, equipment, for proper maintenance of licensing software for Salient Complete View ENT for 375 cameras. Provide labor hours online technical support for camera and system maintenance repair. CLIN 0002-Provide upgrade software support to any additional units to be installed, and/or above and beyond this contract. This requirement will be a $0 dollar line item and will used for any future modifications on local or remote sites. Compliance Working Hours: Work shall be performed during normal business hours Monday through Friday excluding federal holidays between the hours of 7:00 am to 3:30 pm local time. Federal holidays observed may be exchanged for contractor observed day, only on a one for one basis, requested by the contractor and subject to approval by the Contracting Officer. Service Calls; Notification and Response Time: The contractor shall provide unlimited remote technical support. Contractor shall provide 24 hour / 7 days a week technical support and telephone number within 48 hours after receipt of award to the Contractor s Officer s Representative. The VA medical center Police Department shall notify the contractor of software malfunction, the nature of the malfunction and the availability of the equipment. The VA is responsible to make the equipment available. In an emergency, Maintenance & Operations shall inform the contractor of the delay and schedule and coordinate a new availability time. The contractor must acknowledge receipt of notification by calling Police services within two (2) hours of the originating call. The contractor shall be on-site to make repairs within eight (8) hours of the originating call or next business day. The contractor shall restore the equipment to full performance within 24 hours of the originating call and/or have the capability to provide an alternate solution of equal capacity. Charges to the VA for any equipment rental to facilitate continued function of equipment shall originate only upon prior approval granted by the Police services Supervisor or his designee. Confirmation of Repair Work: All completed updates must be confirmed and approved by the Police services and Engineering personal during regular hospital work hours, 6:00 A.M. - 3:30 P.M., Monday through Friday excluding federal holidays. The COR will confirm and approve all after-hour and/or emergency work the following business day. Performance and Testing: After completion of software update, the system shall be operated by the contractor to ensure all components meet required standards as outlined in manufacturer s specifications. Clean-up: The contractor shall be responsible for cleaning the work area and equipment upon completion of work. Any accumulated rubbish shall be removed. Special Tools: The contractor shall provide all tools as required for the performance of the contract. Over and Above Repairs: Upon discovery of a malfunctioning part the contractor shall immediately notify Police Services and Engineering Department. The repair job shall not be initiated until approval is obtained from the COR and/or Contracting Officer. The contractor shall provide the COR and Contracting Officer with a quote for over and above repairs. The VA has sole discretion to have the contractor, or another contractor perform over and above or emergency repairs. For emergencies over and above the statement of work; if quote pricing is within the COR s Government Purchase Card threshold (GPC), the COR will authorize payment. For emergencies over the COR s GPC threshold, only the Contracting Officer is authorized to approve contract modifications. Any work to be performed, which is not covered by this PWS, shall be approved by the Contracting Officer, through a modification, prior to the work being performed. Contractor s Employees: Contractor personnel shall wear visible identification, and appearance shall be easily recognized as contractor employees. Example: wearing of distinctive clothing such as a uniform, badges, patches, etc. Escort and Check-in: All contractor personnel working on-site at the Phoenix VA Healthcare System Medical Center shall check in and out with Personal Identification Verification (PIV) Office located in Building 1, Room 1148D Extension 4990. Check-in procedures require receiving a temporary badge and completing the necessary information on the vendor sign-in sheet. Access to work areas and performance monitoring will be provided by Police Services and Engineering Department After-hours response will be overseen by Police Services and Engineering service Department. Contractor s Employees: Contractor personnel shall wear visible identification, and appearance shall be easily recognized as contractor employees. Example: wearing of distinctive clothing such as a uniform, badges, patches, etc. Escort and Check-in: All contractor personnel working on-site at the Phoenix VA Healthcare System Medical Center shall check in and out with Personal Identification Verification (PIV) Office located in Building 1, Room 1148D Extension 4990.
