This notice does not constitute a request for proposal, request for quote, or invitation for bid. No contract shall be awarded from this announcement. The intent of this notice is to request for information (RFI) In Accordance with (IAW) FAR 52.215-3, Request For Information or Solicitation for Planning Purposes (Oct 1997). The purpose of this RFI is for Market Research only IAW Federal Acquisition Regulation (FAR) Part 10. NOTICE TO FOREIGN CONTRACTORS: This notice DOES NOT PERMIT foreign participation at the prime contractor level. DESCRIPTION: The Deployable Air Traffic Control Tower (DATCT) shall offer a robust and dependable Air Traffic Control (ATC) capability, deployable globally under any weather conditions, to support both military and civilian air operations, with a specific focus on enabling the Agile Combat Employment (ACE) Concept of Operations (CONOPS). The current planning strategy is to procure up to eighteen (18) DATCT systems and distribute throughout the Department of the Air Force replacing Air National Guard (ANG), Air Combat Command (ACC) and United States Europe (USAFE) MSN-7 Tower Restoral Vehicles. Interested vendors should submit a capability statement. REQUIREMENTS Climatic Conditions Threshold (T), any improvement is Objective (O) Ambient Temperatures (outside): Operating: -32 ?F to +120 ?F Non-operating: -4 ?F to +140 ?F Cab Internal Temperature Operating: 45 ?F to +88 ?F Non-operating: -4 ?F to +140 ?F Relative Humidity Operating and non-operating: up to 95%. Barometric Pressure Operating: 30.02 to 21.23 inches of mercury (altitude of 100� below to 9,200� above sea level) Non-operating 30.02 to 4.38 inches of mercury (altitude of 100� below to 45,000� above sea level) Ascent or Descent: up to 10,000 ft/minute Wind velocity Operating (extended): 40 knots continuous and up to 70 knots gust for 5-10 second duration from any direction without any degradation in performance and maximum slope of �10?. Non-operating (non-extended): 118 knots continuous and up to 130 knot gust for 5-10 seconds from any direction. Icing/Hail with Wind Operating: Up to 0.25 inches of glazed ice on any exposed surface in 40-knot winds and hailstones of 0.5 inches in diameter without degradation in performance. Non-operating: Up to 2 inches of glazed ice on any exposed surface in 70-knot winds. Snowfall Operating and non-operating: Up to 20 lb./ft2 of total accumulation on horizontal surfaces without degradation in performance. Sand and fog Operating and non-operating: resists penetration by sand and dust. Salt fog Resist rust, corrosion and fungus growth. Shock and Vibration: Operating and non-operating: no degradation in performance during ground transport or airlift (C-130). Tower Cab Cab window's will have an angle of 15 degrees. (Threshold (T) = Objective (O)) Cab windows shall have adjustable tinting. (T=O) Inside tower cab design shall provide a 360-degree view without obstructing the controller�s view of the airfield and flight operations. (T=O) Cab shall have a primary and alternate means of egress (T=O) Cab shall be securable/lockable from the inside and out via cypher lock (T=O) Cab shall be extendable 12 feet high (T) or higher (O) Operating Positions and Equipment Operator positions shall include three (T) or four (O) operator positions. One of the four positions shall be a supervisor position to support ATC operations. All operator positions shall have a dedicated light source that is Night Vision Goggle (NVG) compatible, both red and green, and individually adjustable for intensity. The light source shall not obstruct the operator�s field of view or operation of controls. (T=O) Each position shall have a ruggedized touchscreen computer capable of displaying at a minimum the voice switch interface, AFAS/IDS5, meteorological subsystem display, and a GPS clock app capable of displaying hours, minutes, and seconds in both 12 hr. and 24 hr. clock notation that derives its accuracy from a GPS time source. The touchscreen shall be NVG compatible and connected to the DATCT Uninterruptable Power Supply (UPS). (T=O) Shall include two GFE SLG LED UK (or current FAA standard) signal light guns and accompanying mounts. (T=O) A ruggedized AFAS or IDS5 subsystem shall be integrated into the DATCT. AFAS/IDS5 information shall be routed to the touchscreen computer. DATCT shall include all software and hardware required to support the use of the AFAS /IDS5 application at each position. (T=O) All positions shall have a flight progress strip bays/holders with an angled of 55 degrees. (T=O) Flight progress strip bays shall be capable of holding ten (T), twenty (O) flight strip holders with standard FAA flight progress strips measuring 1� x 10� per position. (T=O) Shall have a redundant Local Area Networks (LAN) integrated into the tower. (T=O) DATCT System BIT/BITE shall integrate the built-in test outputs (BIT/BITE) from LRUs that have BIT capability and sensors to provide health and alarm status to the maintenance terminal. (T=O) All maintenance functions and Health Status information shall be accessible from a maintenance workstation or laptop provided with the DATCT subsystem. (T=O) DATCT Communications and Networking Subsystem shall provide (T=O): Communications connectivity between the DATCT and host/base facilities, ATC and radar facilities. Voice Switch Subsystem (VSS) Ground-to-Air (G/A) radio communications Ground-to-Ground (G/G) radio communications. GPS Communications and networking transmission path shall meet latency requirements to support ATC operations consistent with NAS-SS-1000 Volume 4, Sections 3.2.1.2, 3.2.1.3, and 3.2.1.4 data latency requirements. (T=O) The VSS shall provide the capability to simultaneously access, operate and control 12 (T), 16 (O) UHF/VHF radio frequencies (channels) from all DATCT positions. The VSS shall provide the capability to simultaneously access and operate 14 (T), 28 (O) phone lines from each DATCT position. The VSS operator interface shall be displayed on the ruggedized touchscreen computer discussed above. The interface shall be configurable with function buttons to enable access, operation, and control of all DATCT radio frequencies, intercom, and phone lines. (T=O) Each operator workstation shall have two audio jacks, one for the primary operator's headset/handset and one for the trainee's. (T=O) VSS shall enable a PTT footswitch be used as an alternate PTT device, in parallel with a headset PTT device that is plugged into the operator position. Only one footswitch per workstation. (T=O) The VSS shall be capable of ED-137C VoIP communications, IP and latency requirements. (T=O) DATCT G/A and G/G radio communications shall include FAA and International Civil Aviation Organization (ICAO) approved/compliant transmitters, receivers, power amplifiers, filters, antennas, couplers, towers, and cable capable of providing half-duplex transmit and receive line-of-sight voice communications with aircraft. (T=O) G/A radio communications contained within the DATCT shall include between 8 (T) and 10 (O) URC-300 VHF/UHF radios for ATC communications. (T=O) The system shall meet all requirements for COMSEC including cryptographic security, physical security and emissions security. (T=O) In addition to the URC-300 radios specified above, the DATCT shall include 3 (T) to 6 (O) PRC-117 secure voice VHF/UHF radios for secure ATC communications. G/A radio communications contained within the DATCT shall enable the simultaneous operation of 10 radios on any combination of VHF and UHF frequencies with up to 6 (T), 10 (O) radios transmitting simultaneously. DATCT shall include a meteorological system capable of wireless communication between two separate sensors and the cab, with up to 5000� separating each sensor from the cab (T=O). At a minimum, the meteorological system shall measure (T): Temperature in ?F in 1? increments to an accuracy of �0.5?F Wind direction in 1? increments to an accuracy of �5?. Wind speed in �1.1 mph at speeds from 5 mph to 99 mph, based on 2-minute average observation. Wind gust over a rolling 10-minute average duration. Absolute atmospheric pressure referenced to sea level in inches of mercury �0.033 in/HG. Meteorological subsystems shall display data on the ruggedized touchscreen computer located at each controller workstation. Wireless security shall meet all FIPS140-2 requirements with AES 256. The Voice Recording Subsystems (VRS) shall have a minimum 72-channel (T=O) recording capacity to record all operator, radio, and phone transmissions from/to DATCT for a minimum of 24 continuous hours. VRS shall retain recordings for a minimum of 45-days. (T=O) ECU heating and cooling capacity shall be sized to meet tower cab and indoor maintenance room operational temperature requirements. (T=O) DATCT shall have automatic voltage transfer switches that allow power input from 3 sources: commercial power, primary generator, and back-up generator. If more than one power input is connected, the switch shall automatically switch from an interrupted power source to one that is still energized. (T=O) DATCT shall incorporate UPS(s) with filtered power protection to power all mission critical equipment to maintain radio and landline communications, touchscreen computer, voice switch, voice recorder, emergency lights/alarms, meteorological subsystem and GPS receiver during a power source switchover or total power loss (T=O) for a minimum of 20 minutes (T), 30 Minutes (O). Shall have a minimum of one user accessible 110/220 power outlet per operator position. (T=O) A 45-day Readiness Supply Support Kit (RSSK) shall be packaged in portable containers and secured within DATCT. (T=O) DATCT shall support Night Vision Goggles (NVG) operations with red/green lighting, black out curtains, screen filters, monitor dimming capability. (T=O) Obstruction lights shall meet the requirements of FAA Advisory Circular AC 150/5345-43. (T=O) The obstruction lights shall have the capability to be switched on and off and between normal and NVG operations. (T=O) Transportability DATCT, when packaged and/or configured for transport and storage shall be able to withstand the normal rigors of all forms of military and commercial transport including, but not limited to rail, air (C-130), ship, towed, and flatbed truck cross-country without causing damage or loss of performance to the system. Design shall include shock trays and other necessary means to prevent equipment damage during transport. (T=O) DATCT, when configured for transport (towed or other ground transport), shall be capable of Type IV ground mobility, including unimproved roads, partially improved cross-country terrain, and on improved roads under all weather conditions, as defined by SAE AS8090 at speeds appropriate for the terrain by vehicles currently in the USAF inventory no larger than a M1083 or equivalent. (T=O) DATCT, when packaged and/or configured for transport, shall be able to be completely transported by one (1) C-130. (T=O) Setup/teardown DATCT shall be capable of physical, on-site, set-up to an operational state by four trained personnel, wearing normal clothing within 90 minutes. (T=O) DATCT shall be capable of physical, on-site, set-up to an operational state by four trained personnel wearing cold weather clothing or full NBC MOPP clothing within 2 hours. (T=O) DATCT shall be capable of physical, on-site, tear-down and packing from an operational state by four trained personnel, wearing normal clothing, within 90 minutes. (T=O) DATCT shall be capable of physical, on-site, tear-down and packing from an operational state by four trained personnel wearing cold weather clothing or full NBC MOPP clothing within 2 hours. (T=O) Setup includes all processes and actions required for DATCT to be fully operational in all environments including, but not limited to, all electrical and data connections, leveling and securing of all shelters and equipment, and any required alignment of sensors and equipment. Tear-down includes all processes and actions required for DATCT to be shut down from a fully operational state and all equipment fully packed and ready-to-transport. Storage DATCT shall include storage for test equipment, spares, tools, and any other equipment required for ATC operations and maintenance. (T=O) DATCT cab shall include storage for one rifle per controller position. (T=O) DATCT cab shall include storage for 1 set of MOPP 4 gear per controller position. (T=O) DATCT cab shall include storage for 1 set of body armor/helmet per controller position. (T=O) Reliability MTBCF shall be ? 2, 000 hours (T) ? 5,000 (O). Mean Time Between Critical Failure (MTBCF) is the measure of the average operating time between failures of mission essential system functions (critical failure). Mean Time To Repair (MTTR). MTTR shall be equal to or less than (?) 30 minutes (T=O). MTTR measures the average corrective maintenance time in an operational environment. MTTR starts when the technician arrives at the system or equipment for on-equipment maintenance or receives the assembly, subassembly, module, or circuit card assembly at the off-equipment repair location. MTTR includes all maintenance done to correct the malfunction, including preparation, Line Replaceable Unit (LRU) access, troubleshooting, removing and replacing parts, repair, adjusting, and conducting functional checks. MTTR does not include administrative delay times and normal scheduled preventive maintenance times. Mean Time to Restore System (MTTRS). Active MTTRS shall be equal to or less than (?) 2 hours for unscheduled downing events (T=O). The MTTRS does not include administrative, logistical, supply, or other delays. MTTRS encompasses the time to repair and any other on-equipment activity to restore the system to an operational state from an unscheduled downing event. Maximum Time to Repair (MaxTTR). MaxTTR shall be equal or less than (?) 1.5 hours to the 95th percentile (T=O). The Maximum Time To Repair (MaxTTR) is based on the repair times following a log-normal distribution, where 95% of the repair times will fall within three times the MTTR or 1.5 hours. Government Requests and Questions: Request vendors provide potential system solutions which vendors believe fit the above goal criteria. Please provide formal responses to the tasks listed below. Address your capabilities to accomplish the below tasks and provide highlights of successful past experience on similar government contracts within the past 5 years. Provide a brief description of your company�s expertise involving DATCT systems. Describe your capability to provide DATCT system that meets the requirements described above. Describe your capability to develop and conduct a Deployable Air Traffic Control operator and maintenance training course. Training may be conducted at both CONUS and OCONUS sites. Provide rough order magnitude cost and schedule for procurement of DATCT system including training and data right. Provide any additional information you consider relevant to providing a DATCT system.
