- Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer TSS Manufacturing to supply the Electromagnetic Interference (EMI) power filters for the Cape Cod Space Force Station (CCSFS) Power Generations Microgrid project to be constructed in Bourne, MA. The Power Generation Microgrid project will construct a microgrid intended to replace the aging power generation plant and associated infrastructure with all new electrical systems and backup power assets on CCSFS. The EMI power filters protect against High-altitude Electromagnetic Pulses (HEMP). The HEMP power filters are a necessary part of protecting crucial mission critical equipment and facilities and are required to meet military standards. The Power Plant (Building 4) will have four incoming power lines requiring these filters. The ampacity required for these incoming power feeders require standard filters to be placed in a parallel arrangement. That filter arrangement restricts access for maintenance and operation, interferes with existing infrastructure, and provides inadequate clearance for safety and regulatory compliance. The size of the TSS Manufacturing 4000 Amp EMI power filters allows for a more compact footprint compatible with site constraints and meets required military standards for HEMP protection. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the TSS Manufacturing EMI power filter system for the CCSFS Power Generation Microgrid procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
