Description: THIS IS NOT A REQUEST FOR QUOTES. THIS IS A PUBLIC NOTICE. This procurement is conducted under the authority of FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with FAR 6.305(a), FEMA is posting this Justification and Approval (J&A) for a sole source, firm-fixed-price purchase order to AVL Technologies for OEM-certified repairs to the AVL Satellite Antenna system on MCOV-Unit 111. AVL Technologies is the of the sole authorized source for these repairs and proprietary parts due to the antenna�s proprietary design. This procurement is essential to maintain operational readiness of FEMA�s MCOV-111, a critical asset supporting disaster operations and supports FEMA�s response under Disaster Declaration DR-4787 for severe flooding and straight-line winds in West Virginia. Due to the time sensitive nature of the requirement and its impact on disaster response operations, FAR 6.302-2 - Unusual and Compelling Urgency also applies as a secondary justification.
