- This notice serves to inform the public of the Government's intent to award a sole source contract in accordance with FAR 5.201(b)(1)(i). This announcement is for informational purposes only and does not constitute a request for competitive proposals; therefore, no solicitation document is available for this requirement. While responses to this notice of intent to sole source are not anticipated, interested parties who believe they can fulfill the requirements are encouraged to submit comprehensive information in writing, detailing their capability to provide the specified supply. In accordance with FAR 5.203(a)(1), submissions must be received by 5:00 pm EST on 28 May 2025. The Government reserves the right to make a determination not to compete this requirement based on the responses received. Any information submitted will be evaluated solely to assess the feasibility of conducting a competitive procurement. Contractors currently providing staffing services at any of the specified facilities are not considered for award. This situation could impair the contractor's objectivity and potentially lead to biased evaluations. The Indian Health Service provides comprehensive primary health care and disease prevention services to approximately 2.8 million American Indians and Alaska Native (AI/AN) people in 574 federally recognized tribes through a network of over 605 hospitals, clinics, and health stations on or near Indian reservations. IHS healthcare facilities are located across 12 Areas and serve a variety of populations in rural and urban areas in 37 states. IHS healthcare facilities are accredited and Centers for Medicare and Medicaid (CMS) certified to ensure high-quality, safe, evidence-based care and support third-party billing for eligible AI/AN patients. This service contract will provide consultation and professional support for the Office of Quality (OQ) to obtain expertise in the areas of hospital leadership mentoring, including the executive team (C-suite), support maintenance of The Joint Commission (TJC) accreditation standards and elements of performance (EPs) and Centers for Medicare and Medicaid Services (CMS) Conditions of Participation (CoP) within the Indian Health Service (IHS) system, and provide development of organizational gap analysis to improve and sustain hospital accreditation and compliance with CoPs, including, but not limited to leadership and governance, infection prevention and control, patient safety, plant facility safety (environment of care and life safety standards), credentialing and privileging, nursing, laboratory, radiology, dietary, and Quality Assessment and Performance Improvement (QAPI) functions, according to accreditation standards and EPs and CoPs (further referred to as accreditation support).
