Description
Title of Procurement Acquisition of Elta Radar Circuit Card Assemblies (Windows 11) to replace existing obsolete Circuit Cards for the Integrated Fixed Tower (IFT) system in support of Customs and Border Protection (CBP). Nature of Procurement Action Procurement of Radar Circuit Card Assemblies for the Elta Radar as currently deployed on the Integrated Tower (IFT) system. Many of the radars are currently running with a Microsoft Windows 7 (or older) capable circuit card that is no longer supported by Microsoft and has become obsolete. Therefore, newer Windows 11 versions are needed for replacement. This is a new requirement in support of the Customs and Border Protection (CBP) Integrated Fixed Tower (IFT) system. As the circuit cards are received, they will be replaced as the upgrade to the system. Due to the dollar amount and urgent need, it is recommended that this effort is awarded under Single Source Procedures using a Purchase Order to the Original Equipment Manufacturer (OEM) of the circuit card assemblies, Elta North America Inc., 8955 Henkels Lane, Suite 508, Annapolis, MD 20701 with a System for Award Management Unique Identifier Number H55VZ5N6LA55. Description of Supplies/Services The Federal Aviation Administration Logistics Center (FAALC) proposes to acquire, under single source procedures, a Purchase Order award action with Elta North America for the acquisition of Radar Circuit Card Assemblies for the Elta Radars as currently deployed on the Integrated Tower (IFT) system. Many of the radars are currently running with a Microsoft Windows 7 (or older) capable circuit card that is no longer supported by Microsoft and has become obsolete. Therefore, newer Windows 11 versions are needed for replacement. Authority Authority for single source procurement is provided by AMS policy section 3.2.2.4. An Inter-Agency Agreement between the Department of Homeland Security (DHS) and the Federal Aviation Administration Logistics Center (FAALC) authorizes and funds the FAALC to provide the DHS Customs & Border Protection Agency (CBP) with supply chain management support, including the award and administration of supplier contracts, as required for U.S. Border Security Systems. Market Analysis During discussions between the FAA and CBP, Elta North America was recognized as the Original Equipment Manufacturer (OEM) of the required Circuit Card Assembly and is the only source capable of configuring the cards appropriately. A formal public announcement (6973GH-AC-24-05218) was posted to the System for Award Management website (SAM.gov) on August 12, 2024, with a closing date of August 19, 2024. No responses were received to the Market Survey; thus, confirming that Elta North America is the only source that can provide the required circuit card assemblies. With their knowledge, expertise and successful services previously provided to CBP, the FAA believes Elta North America will meet all requirements and perform successfully on this effort. Rationale Supporting Use of a Single Source This award is being processed under Single Source Procedures, based upon the vendor�s experience, knowledge and expertise on the IFT system radar equipment. The current request is also urgent in that without the immediate acquisition, there is a high risk that further cards will fail, thus rendering each radar inoperable. Further details are described below. Elta North America Knowledge and Expertise and Standardization The IFT program is used to protect our nation�s borders from illegal aliens, weapons, drug, and human trafficking under our Department of Homeland Security (DHS). Elta North America is the vendor who provides the radars for each of the IFT towers and has intimate knowledge of the tower�s structure, layout and footprint. They possess the knowledge and expertise to provide the necessary circuit card assemblies (including DHS requirements), that are pre-configured for the IFT system for form / fit / function replacement of the obsolete circuit cards. It is imperative that the sites receive the upgraded cards as quickly as possible to be DHS cyber compliant. A timely acquisition is of the utmost importance as the radars help agents track potential Items of Interest (IoIs). This reduces the manpower to patrol each of the areas, which will greatly reduce the risk to US Border Patrol Agents. Elta North America is the OEM that has supplied the radars for the IFT system; in staying with the same vendor, the radars will be standardized for all sites on the IFT system. If any future repairs / replacements to any of the radars / components thereof, CBP would not have to worry about stocking different types of circuit cards and other radar components. Urgent Time Frame The Windows upgraded circuit cards are needed immediately to replace failing circuit cards currently deployed on the IFT system. This type of failure not only can bring a tower down but also cause more financial burden to the government in having to fix such issues. With damage to the radar circuit card portion of the tower, there is a risk that each tower can lose surveillance capabilities, thus leaving an area without coverage. This would allow for undetected threats to enter the United States. Without the circuit cards acquired immediately, it is possible that the radars will become inoperable, thus losing the capability for detection of possible threats into the United States. There have been many recent articles stating the increase of illegal activity, including potential terrorist threats to the United States. The articles state how CBP is looking to fulfill their mission. The following information pertains to the three main parts of CBP�s mission statement, including the prevention of illegal entry of people (Human Trafficking), drugs (specifically Fentanyl seizures) and weapons (Trafficking from the Unites States to outside destinations). This information supports the need for this requirement to be processed to aid in accomplishing CBP�s mission, which will provide better security for the United States borders and citizens. Other Facts Supporting Use of Single Source This procurement is to acquire upgraded radar circuit card assemblies and engineering services for the IFT system for CBP as an immediate and urgent need. As time will permit and future needs arise, it is recommended that competition is sought for additional sites based upon volume and locations.
