- Repair Waterfront � Phase I at USCG Station Portsmouth Harbor (New Castle, New Hampshire) THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. United States Coast Guard Civil Engineering Unit (CEU) Providence announces a requirement for a Firm Fixed Price (FFP) contract for Repair Waterfront � Phase I at USCG Station Portsmouth Harbor This solicitation is being advertised as a 100% Total Small Business Set Aside. The Northern American Industry Classification System (NAICS) code for this project is 237990. The Invitation for Bid (IFB) will be issued on or about 22 May 2025. The procurement method is Sealed Bidding, FAR Part 14. The offeror is responsible to monitor and download any amendments for the solicitation from the Contract Opportunities (https://sam.gov) website. A bid due date of approximately 24 June 2025 is anticipated for the subject project. Project Description: The project consists of (1) base bid Base Bid Item: RPUID 72649, Pier System: Project includes various structural waterfront repairs to the existing boathouse pier system. This includes replacing failed timber bracing and struts; replacing deteriorated timber strakes and PVC rubstrips, replacing damaged rubber d-fenders; replacing damaged handrail elements; and incidental work. RPUID 848539, Floating Dock - Summer Float: Project includes structural waterfront repairs to the existing summer float adjacent to the boathouse pier, including replacing a displaced timber ranger supporting the existing gangway; replacing deteriorated guide pile blocks and connection brackets; and incidental work. RPUID 848538, Floating Dock � Boathouse: Project includes structural waterfront repairs to the existing floating dock system located within the boathouse (note that the floating dock is currently removed). This includes replacing failed timber bracing and struts; replacing a displaced timber ranger supporting an existing gangway; replacing damaged guide-posts, support blocking, and incidental work. RPUID 9379, Floating Dock � East Float: Project includes removing an existing failed guide-post that previously secured the floating dock to the boathouse pier system. Note that the floating dock has already been removed from the site. All work shall be accomplished in accordance with the project specifications (PSN 29238553), project drawings, all local, State, and Federal Codes. and all required permitting Period of Performance: The period of performance for the project is 77 calendar days from issuance of Notice to Proceed. Contract Magnitude: The magnitude of this construction project is between $250,000 and $500,000 IAW FAR 36.204. General Information: Please be advised of on-line registration requirements in the System for Awards Management (SAM) database www.sam.gov; Representation and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission. Contractors will be searched against SAM to ensure they are eligible for federal contract awards. The information being requested does not constitute a commitment on the part of the Government to award a contract nor to pay for any costs incurred as a result of replying to this notice.
