Description
Pursuant to Federal Acquisition Regulation (FAR) 12.603 (Streamlined solicitation for commercial products or commercial services) and FAR 13.106 (Soliciting competition, evaluation of quotations or offers, award and documentation), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of Equine Radiofrequency Identification Device (RFID) Microchips and Readers (portable handheld scanners and portable wand /stick) for use on the animals that encompass the Wild Horse and Burro Program (WH&BP) under the administration of the Bureau of Land Management (BLM) Office in Reno, Nevada. (i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0125Q0010 is being issued as a Request for Quote (RFQ). This solicitation will utilize the policies contained in FAR Part 12, Acquisition of Commercial Products and Commercial Services in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 dated January 17, 2025. (iv) This solicitation is being issued as Full and Open to all responsible contractors. The NAICS associated with this solicitation is 334419 - Other Electronic Component Manufacturing, with a size standard of 750 employees. (v) See Attachment 1 Specifications Document to the solicitation for detailed product specifications and salient characteristics. The price list to be completed and returned with your quote is provided as a separate document (Attachment 2). (vi) The products to be acquired through this combined synopsis/solicitation are the Destron-Fearing 840 Life Chip Microchip with Bio-Thermo or equivalent, the Destron-Fearing Global Pocket Reader Plus or equivalent (for the Portable Handheld Reader/Scanner), and also the Allflex AWR300 or equivalent (for the Portable Reader Wand/Stick). (vii) This combined synopsis/solicitation is for establishing Blanket Purchase Agreement(s) (BPAs). All delivery time frames will be dictated in the individual BPA Call Award. (viii) Delivery location is detailed in the Specifications Document (Attachment 1). (ix) FAR Provision 52.212-1, Instructions to Offerors Commercial Products and Commercial Services, applies to this acquisition. Potential quoters shall read and comply with all the requirements. Additionally, potential quoters shall read and comply with all the requirements in the attached Addendum to FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services (Attachment 5). (x) Provision 52.212-2, Evaluation Commercial Products and Commercial Services will be used in evaluation of quotes. See provision FAR 52.212-2 in Attachment 4 for details on evaluations. (xi) In accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services, FAR Part 13 Simplified Acquisition Procedures and FAR Part 16 Types of Contracts, the Government anticipates making at least two (2), five-year, BPA awards to the lowest priced, technically acceptable, and responsible quoters. However, if only one (1) technically acceptable quote is received, the Government may make only one (1) award. To be eligible for award, the quoter must be deemed responsible in accordance with FAR 9.104 Standards, provide all documentation/information required in this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the quoter being ineligible for award. (xii) Quoters with an active System for Award Management (SAM) registration shall ensure that their Representation and Certifications in SAM.gov are up to date. If a quoter does not have an active SAM registration, they shall complete FAR provisions 52.212-3 Offeror Representations and Certifications Commercial Products and Commercial Services and 52.209-7 Information Regarding Responsibility Matters and include them with their quote. Potential awardees shall have an active SAM registration prior to award of a contract. (xiii) FAR clause 52.212-4, Contract Terms and Conditions Commercial Products and Commercial Services applies to this acquisition. (xiv) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Products and Commercial Services, applies to this acquisition. (xv) Additional clauses that apply to this acquisition are provided in Attachment 3 to this solicitation. These clauses will be incorporated into any successful quoters BPA award. Additional provisions that apply to this acquisition are provided in Attachment 4. These provisions are incorporated into this solicitation, but will not be incorporated into any successful quoters BPA award. (xvi) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xvii) Quotes are due no later than June 4, 2025 at 10:00 a.m. MT. Interested parties may submit questions relating to this solicitation via electronic mail, no later than May 20, 2025 to the below identified points of contacts.
