Description
Building 606 - Advanced Notice to Contractors: U.S. Army Engineer District, New York, CENAN-CT, 26 Federal Plaza, New York, NY 10278-0090 The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm-fixed price contract, for the renovation of Building 606, Math and System Engineering Center (MSEC), including supporting work. This project will be solicited as a Best Value Trade Off (BVTO) procurement via a Request for Proposal. Project Description: Building 606 is approximately 119,727 gross square foot (GSF) six-story building constructed in 1923 as the Garrison�s New Cadet Hospital. Between 1934 and 1983, the building expanded its footprint and vertical expansion on multiple occasions to reflect its current square footage. Generally, the East building is a steel frame structure with concrete floor and roof slabs that is 4-stories in height. The exterior walls are constructed of stone mass walls with limestone accents and tracery windows.The West Building is a reinforced concrete frame structure with concrete floors and roof slabs. That floor slab elevations are not aligned with the East Building's floor slab elevations beyond the second floors. The exterior walls of the West Building are constructed of concrete masonry and tan brick. Multiple repairs, additions, and expansions of the facility over time has resulted in a building with misaligned floor plates, resulting in circulation and wayfinding issues within the building. The misalignment of floor plates combined with thick mass exterior walls and a dense column grid creates a relatively inefficient gross-to-net floor are ratio of approximately 50%. The reallocation of interior spaces for the MSEC program will include auxiliary administration, instructor, support, collaborative learning, classrooms, laboratory and building support common spaces for the Mathematical Sciences and Systems Engineering Departments, which are vital for the academic program's operational needs. This project will repair failed and failing building systems including superstructure, substructure, building envelope, doors, windows, interior walls, partitions, interior finishes, conveying systems, roofing, mechanical, electrical, fire protection, plumbing, electric power/lighting, and electrical systems, and will provide full interior reconfiguration, and remove and demolish failing systems and components. Any hazardous materials will be abated according to West Point, Federal, and State requirements. It is anticipated that the RFP will be posted electronically via the SAM on or about 23 MAY 2025 and the proposals will be due approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the SAM website for any amendments. Bidders/Offerors are required to be registered in the Central Contractor Registry (see www.ccr.gov). The period of performance for this project is approximately 1160 calendar days from the Notice to Proceed date. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Building Construction. The magnitude of this construction per DFAR 236.204 is estimated to cost between $100,000,000 and $250,000,000. Proposals/offers will be submitted to the U.S. Army Corps of Engineers, Contracting Division with submission instructions outlined in the RFP. All questions must be submitted in writing via email to the POC. SAM will be utilized to issue of Synopsis/Solicitation and amendments. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued.
