- The Federal Aviation Administration (FAA) at the William J. Hughes Technical Center for Advanced Aerospace (WJHTC) has established a Qualified Vendor List (QVL) for construction projects to be performed at the WJHTC in Atlantic City, NJ, and Elwood, NJ, and at the Cape May County Airport in Cape May, NJ. The FAA�s WJTHC Construction QVL is a list of pre-screened, qualified contractors who will be available to perform required services for recurring construction-related projects that cannot be defined at the time of establishment of the Construction QVL. The WJHTC Construction QVL consists of the following QVL categories and respective NAICS codes: Category 1 � General Construction � NAICS code 236220 Commercial and Institutional Building Construction Category 2 � Mechanical / HVAC-R � NAICS code 238220 Plumbing, Heating, and Air-Conditioning Contractors Category 3 � Plumbing � NAICS code 238220 Plumbing, Heating, and Air-Conditioning Contractors Category 4 � Fire Protection and Suppression � NAICS code 238210 Electrical Contractors and Other Wiring Installation Contractors Category 5 � Electrical � NAICS code 238210 Electrical Contractors and Other Wiring Installation Contractors Category 6 � Telecommunications � NAICS code 237130 Power and Communication Line and Related Structures Construction Category 7 � Roofing � NAICS code 238160 Roofing Contractors Vendors who are evaluated as qualified will be added to the QVL and issued a Basic Ordering Agreement (BOA) that establishes the terms and conditions that apply to all orders awarded under the BOA. Individual projects will be awarded, either competitively or as otherwise stated in the BOA, to qualified vendors in the applicable QVL categories. All projects will be Firm-Fixed-Price. This SIR is limited to vendors who are classified in www.sam.gov as a Small Business under the applicable NAICS code for the QVL category for which they seek to qualify. Vendors currently on the WJHTC Construction QVL must submit proposals if interested in qualifying for additional QVL categories. Vendors must be registered in www.sam.gov to be eligible for award. Contact the SAM help desk for assistance with all SAM issues. This announcement does not obligate the Government to award any effort resulting from this Solicitation/Screening Information Request (SIR). The FAA will not pay any costs associated with responding to or providing a submission in response to this posting. The Acquisition Management System (AMS) applies to Federal Aviation Administration (FAA) in place of the Federal Acquisition Regulation (FAR) and various other provisions of Federal acquisition law. The FAA is reopening the QVL qualification process until 5/30/25 to allow additional vendors an opportunity to be added to this Construction QVL. Proposals submitted after 5/30/25, will not be evaluated and will be deemed ineligible for BOA award. Companies whose original proposals were not considered qualified will be allowed to submit proposals during the QVL reopener. Additionally, a BOA holder who is interested in qualifying for other QVL categories not already qualified for may submit proposals during the QVL reopener. **The FAA does not intend to make new BOA awards under the QVL in the 4th quarter of any fiscal year (July � September). The FAA reserves the right to temporarily close the QVL to new proposals if in the best interest of the FAA. The FAA also reserves the right to permanently close the QVL to new proposals in the final year of the QVL. The FAA intends to complete evaluation of proposals within approximately 2 months. However, as proposals do not include pricing information and awarded BOAs are only terms and conditions, there is no proposal validity period. At any time throughout the QVL, an amended QVL SIR may be posted in SAM to update the SIR in accordance with the latest AMS policy or for any other reasons deemed necessary by the CO. Vendors interested in re-qualification or qualifying for new QVL categories not already qualified for are responsible for monitoring SAM for the most recent QVL SIR. The Government reserves the right to add or remove QVL categories in order to best meet the FAA�s continuing need for recurring WJHTC construction services.
