Notice of Intent to Sole Source Department of Veterans Affairs, Network Contracting Office (NCO) 8 Malcom Randall VA Medical Center, Gainesville, FL Subject: Notice of Intent to Award a Sole Source Procurement Welch Allyn MEWS Software Update The Department of Veterans Affairs, Network Contracting Office (NCO) 8, on behalf of the Malcom Randall VA Medical Center in Gainesville, Florida, intends to award a firm-fixed-price contract on a sole source basis to: Welch Allyn, Inc. (a division of Baxter International Inc.) This procurement is for a proprietary software update to the existing Welch Allyn Connex® Vital Signs Monitoring System, specifically the Modified Early Warning Score (MEWS) module. This enhancement provides automated scoring based on vital signs data to assist in early detection of patient deterioration, enabling improved clinical response and outcomes. This sole source action is being taken under the authority of FAR 13.106-1(b)(1)(i), for soliciting from a single source. Welch Allyn, Inc. is the sole manufacturer and distributor of the required MEWS update and holds exclusive rights to the proprietary software and integration components. No authorized resellers or third-party vendors are able to provide this update without invalidating existing system warranties and compromising system performance. This notice of intent is not a request for competitive quotes. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer by the response deadline. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. Responses are due no later than Tuesday, May 5, 2025, at 16:00 PM EST. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Point of Contact: John H.
