RFI SOURCES SOUGHT THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION SUBMISSION OF INFORMATION ABOUT PRICING, DELIVERY, THE MARKET, AND CAPABILITIES IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI FOR PLANNING PURPOSES IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. 1. Responses to this RFI/Sources Sought must be in writing and delivered via e-mail. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Businesses, including Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses (SDVOSB/VOSB), who are interested in submitting proposals for this procurement and who are capable of performing the work required for this procurement. 2. The NAICS for this requirement is 339112 Surgical and Medical Instrument Manufacturing. Please provide the NAICS that you identified with to provide the supplies and services referenced in this RFI/Sources Sought. 3. The Department of Veterans Affairs (VA) is seeking sources capable of providing the Philips Intellivue Bispectral Index (BIS) Module/2560: Multi-Video Mirror Monitoring and EKG Wave Form Visual System that can address the salient characteristics requirements for the Loma Linda VA Healthcare System. Brand name Information: Manufacturer: Philips Medical Systems Equal to product Information: Salient Characteristics: Philips Intellivue BIS Module/2560: Multi-Video Mirror Salient Characteristics Must be compatible for use with existing Philips IntelliVue MP20 and higher with IntelliVue release Must be able to have the measurements display be customizable per patient and user Must be able to provide data (numerics and trends) for Electromygraphic strength (EMG) Signal quality Bispectral Index EEG waveform Total power Spectral Edge Frequency (SEF) Must be able to filter artifacts to reduce noise and interference from electrocautery devices and EMG Must integrate with the current workflow of the Loma Linda VA Healthcare System. See attached Statement of Work. Statement of Work Loma Linda VA Medical Center Philips Intellivue BIS Module and EKG Wave Form Visual Expansion Background: VA Loma Linda utilizes Philips PIIC iX Rev. 4 for our telemetry infrastructure. Our anesthesia team utilizes the IntelliVue Bispectral Index (BIS) module as a means to monitor consciousness and sedation in the OR setting. Additionally, our current M1034A BIS modules are not compatible with the Rev. P software on the MX800 IntelliVue device, which is a required software for these devices to transfer data to PIIC iX Rev. 4. Therefore, it is essential that we upgrade to the M1034B BIS module so this information can be captured by the anesthesia team. Furthermore, we will be expanding slave displays from the PIIC iX surveillance PC s into the anesthesia office and intensivists office as this will allow physicians to maintain visual on EKG waveforms when they are not bedside; thereby, increasing quality of patient care. Lastly, an existing surveillance PC in the intensivists charting room will be relocated to the adjacent service bay, which will allow the biomed team to have better access to the PC without disrupting clinical workflow. Equipment and Services: The IntelliVue BIS modules (M1034A) will be upgraded to the IntelliVue BIS modules (M1034B). Additionally, telemetry visual will be expanded to the anesthesia physician office adjacent PACU, and the intensivists office within the ICU. No additional surveillance PIIC iX PC is required to achieve this functionality. The surveillance PIIC PC within the 2SW intensivists office will be relocated to the adjacent service bay. These functions are to be performed at Jerry L. Pettis - VA Loma Linda Medical Center. Philips will ensure all components procured are equipped with the appropriate software revision, networked to communicate with PIIC iX Rev. 4 where applicable, and functioning as intended. NOTE: GENERAL STATEMENTS OF CAPABILITY ARE NOT ACCEPTABLE. (o) Respondents must provide the following information for each reference contract the respondent identifies as evidence of the respondent s capability to perform the work required by this procurement. Respondents must provide the following information for each reference contract: (1) the legal name of entity with whom the respondent held the contract; (2) the contract number; (3) a description providing details of the specific tasks the respondent performed under that contract; (4) the dates during which the respondent performed the contract; (5) the name, phone number, and email address of a person at the entity with whom the respondent held the contract who can verify the information the respondent provides regarding this reference contract.
