- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation number for this is N0018925Q0197 and will be issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed acquisition is for the connection and maintenance of 10/10 MBPS Metro E Point to Point Layer 2 Circuit over hybrid fiber-coaxial (HFC), in support of the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT). The Government intends to solicit and negotiate a firm-fixed-price (FFP) purchase order. The associated NAICS code is 517111 with a small business size standard of 1500. This notice is not a request for quotes from any source other than Cox Virginia Telcom, L.L.C, CAGE 4PBA7. Interested persons may submit a capability statement by the specified response date. This notice is not a request for quotes from any source other than Cox Virginia Telcom, L.L.C, CAGE 4PBA7. However, the Government will consider information received by the specified response date. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. Period of Performance: The anticipated initial period of performance is 25 April 2025 � 24 April 2026, however the initial period of performance will be determined prior to award. Delivery Point of Contact: The Government Point of Contract (POC) will be determined prior to the award. Delivery Address: NAS Oceana Dam Neck Annex Building 464. Responsibility and Inspection: FOB Destination applies. The following FAR provisions and clauses apply to this solicitation: FAR 52.212-1, FAR 52.212-2, FAR 52.212-3, FAR 52.212-4, FAR 52.212-5 (see below for additional incorporated clauses) Please see the documentation below for CLIN Structure, additional clauses/provisions and contract requirements determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.
