Description
This announcement is to notify industry about the Government�s intent to incorporate a brand name product requirement in an upcoming construction project. The product is the Supervisory Control and Data Acquisition (SCADA) system. This product is considered to be included in the specifications to build a seepage pump station. This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The United States Army Corps of Engineers, Jacksonville District (SAJ) intends to include the following proprietary items in a solicitation for a construction acquisition under authority of FAR 6.302-1(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. This project may include a Brand Name only component, as described below, unless the results of this sources sought notification indicates otherwise. This notification serves three purposes: (1) to notify potential Offerors of the Government's intent to solicit a brand name only component under a future construction project; (2) to identify potential sources that can provide the brand name only item and/or equivalent; (3) notification of USACE�s intent to contract sole source for a Brand Name Only, if the market is unable to provide 'equivalent' products. In the event no equivalent equipment exists, the Brand Name Only justification will be issued pursuant to FAR Part 6.302-1(c)(1), ""Only One Responsible Source and no other supplies or services will satisfy agency requirements"". A subsequent market survey will not be published in support of a Justification and Approval (J&A) for sole sourcing the resultant product(s) or system(s) in the event an equivalent product is not submitted for consideration. In such instances, the brand name or equal component will be embedded in the construction project that will be issued/solicited competitively. Only that part of the project requiring brand name components will be sole source if no sources are able to prove an equal product. The SAJ has a portfolio of ongoing ecological programs in South Florida to include CEPP. These projects include hundreds of structures, pump stations, levees, and canals to control water movement throughout the area. All the elements are being tied, electronically, into the existing network of structures operated by the South Florida Water Management District (SFWMD). The system must operate consistently with other project features to maintain and/or improve existing levels of flood protection while enhancing environmental benefits to the system as a whole. The SFWMD Central Control System is a large, highly specialized system, which has been specifically designed for the unique requirements of remote operation of environmental restoration and flood control structures. It is required to operate reliably under all weather conditions, specifically during severe storm events when travel is extremely hazardous. The system may be a life safety critical system, in that it has a direct impact on the life safety of individuals living within the SFWMD area during a storm event due to the ability to control flooding by operation of the various gates and pumps. This is a new contract for the Central Everglades Planning Project (CEPP), South Contract 2A, S-356E Pump Station and S-334E Spillway Project, Miami-Dade County, Florida. A large portion of these structures are controlled and operated remotely by an automated Supervisory Control and Data Acquisition (SCADA) system. The project is part of the Comprehensive Everglades Restoration Plan (CERP) which the Central Everglades Planning Project (CEPP) is a component of, will construct several new structures, levees and other water control features to redivert water flows to historic flow patterns within the greater south Florida region. The purpose of the CEPP South, Contract 2A, S-356E Pump Station and S-334E Spillway project is for seepage management in response to increased water stages within Water Conservation Area (WCA) 3B and the Everglades National Park (ENP) associated with CEPP implementation. S-356E Pump Station will manage water stages in the L-30 and L-31N Canals between S-335 and G-211, preventing impacts on flood risk management provided to land developments to the east in accordance with CERP Savings Clause requirements. The S-334E Spillway will maintain water flows consistent with the existing S-334 Spillway. The central location of the S-356E Pump Station will provide an opportunity to manage seepage from both WCA 3B and the ENP. As a requirement of the project, the contractor will be responsible for purchasing and installing a SCADA System as part of the S-636 pump station, which consists of brand-name products. Project Description: The work includes excavation, dewatering, blasting, and construction for a new levee system, a new pump station structure, a new spillway structure, and a steel pile channel wall system. These new project components are constructed east of the existing S-356 pump station and S-334 spillway. Specific project components include the following items and incidental related work: The new levee system is located along the northern side of the project site and is approximately 1,639-feet long and extends from existing grade to elevation 12.0 feet with 3H:1V side slopes and connects to the existing L29/L30 levees. The new pump station structure located along the southern side of the project site adjacent to the L-29 Canal has a pumping capacity of 1,250 cfs that consist of four (4) 250 cfs diesel motor driven pumps and two (2) 125 cfs electric motor driven pumps, a two (2) story superstructure, a substructure, intake and discharge walls, service bridge, exterior retaining walls, and vehicle access ramps. The new spillway structure located along the southern part of the L-29 canal adjacent to new pump station has a crest elevation of -7.30 feet NAVD88, and a design capacity of 1,200 cfs with two (2) bays that consist of an ogee weir, pier wall, superstructure platform, vertical lift roller gate, and a service bridge. The steel pile channel wall system is connected to the new pump station and spillway structures within the L-29 canal. The installation of rip rap slope protection along the canal banks and canal bottom of the L-29 canal. The installation of boat ramps and monitoring platforms within the L-29 canal inside the project limits. The SCADA System includes the following components in attached PDF. Submission Instructions: Any vendor wishing to provide a system(s) that is compatible with the existing equipment to be considered by the Government as described above must provide a copy of its brochure and any other capability statements/ data no later than April 21, 2025 at 2:00PM, EST.
