Description
***AMENDMENT 1*** The purpose of this Amendment is to provide answers to vendor questions in response to the Solicitation, incorporate the answers regarding technical specifications into the Salient Characteristics, state that the Buy American Free Trade Agreements Israeli Act (FAR 52.225-3) applies instead of Buy American Supplies (52.225-1), and notify vendors of recent FAR deviations. The due date for quotes is extended to Monday, April 14, 2025, at 12:00pm PT. Vendor Questions and Answers: 1. Quantity of Units Required. Please confirm the total number of mobile solar surveillance systems the government intends to procure. ANSWER: One unit. 2. Delivery vs. Installation. Is this requirement for delivery only, or does the Government also require installation, integration, and system testing on-site at the Anchorage facility? ANSWER: Delivery only. 3. Installation Details (if applicable) is installation is required? ANSWER: N/A 4. Communication Protocols. The salient characteristics state the system must ""contact stakeholders"" and ""authorities."" Could you specify: The stakeholders to be contacted, required communication methods, and whether integration into an existing emergency response network is expected? ANSWER: USGS Staff, Cellular, integration into an emergency response network is not expected. 5. Alarm and Annunciation Requirements. Is local audible annunciation sufficient, or must remote stakeholders be alerted via specific platforms? ANSWER: Local audible annunciation and stakeholders via SMS. 6. Operator Interface. Is the operator expected to interface in real-time from a remote monitoring station, or must the system support 2-way audio/visual communication locally at the trailer? ANSWER: Both are needed. 7. Power and Solar Expectations. Are there runtime expectations or autonomy requirements? ANSWER: At least 3-5 days without interruption. 8. Performance Testing. Will a demonstration or site acceptance test be required post-delivery/installation? ANSWER: Yes. 9. Brand or Equal Compliance. Will alternative solutions be considered compliant if they meet or exceed the salient characteristics but differ in form factor (e.g., not trailer-mounted)? ANSWER: Yes, Skid platform that is forklift capable is acceptable. 10. Is there an incumbent contractor or this is a brand-new project? ANSWER: New requirement. SEE ATTACHMENT WITH FAR DEVIATION INFORMATION. Please note: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals - Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services. Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. ************************************************************************************* REMOTE SOLAR SECURITY SURVEILLANCE SYSTEM, PremiumGuardPro V1 (Premium Guard Pro V1), Brand Name or Equal REQUEST FOR QUOTE INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03, effective January 17, 2025. This acquisition is set-aside for small business. DESCRIPTION The US Geological Survey, Alaska Science Center requires a Remote Solar Security Surveillance System, PremiumGuardPro V1 (Premium Guard Pro V1) Brand Name or Equal, as described in the attached Salient Characteristics. Proposals must be submitted FOB Destination shipping to Anchorage, AK, 99508. RELEVANT INFORMATION The North American Industry Classification System (NAICS) code 561621 Security Systems Services, and associated size standard $25.0 million applies to this announcement, along with Product Service Code 6350 Miscellaneous Alarm, Signal, and Security Detection Systems. SUBMISSION OF QUOTES Quotes shall only be accepted through electronic mail addressed to the Contract Specialist at eadam@usgs.gov. All proposal documents required by this solicitation must be uploaded and received in their entirety no later than Monday, April 14, 2025, at 12:00pm. Proposals submitted by hardcopy or any web portal shall not be accepted or considered. Offerors are to include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the Salient Characteristics (see Attachment). This may include product literature, references, or other documents, if necessary, and MUST include the country of manufacture. The following factors shall be used to evaluate quotes: Lowest Price Technically Acceptable (LPTA). The award will be made as a Firm-Fixed-Price Purchase Order.
