Description
The Naval Air Systems Command (NAVAIR), Airborne Strategic Command, Control and Communications Program Office (PMA-271), intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Performance Aircraft Systems, Inc. (PASI), 600 E Dallas Road #500, Grapevine, Texas 76051, on an other than full and open basis, for the sealant removal, primer and reapplication of EF-5992 sealant on the fuel cells and surfaces on nine (9) E-6B aircraft. The anticipated ordering period will be Fiscal Year 2025 through 2029, with the option for two additional one-year ordering periods. The place of performance will be at Tinker Air Force Base in Oklahoma City, Oklahoma during aircraft depot maintenance events. The authority permitting other than full and open competition is provided by U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source. This action is a follow-on to a previously awarded contract to PASI for the same services and PASI is the only vendor that is able to perform sealant removal and primer and sealant application on the E-6B without causing damage to the aircraft structures. Award to any other vendor would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. A Sources Sought Notice for the subject requirement was issued on 23 January 2025 and closed on 07 February 2025. Based on the information presented above and the result of the Sources Sought Notice, other than full and open competition was determined to be utilized. The NAVAIR Office of Small Business Programs concurred with the determination. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a competitive solicitation will not be issued. However, the Government will consider all capability statements, proposals, or quotations received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
