- Title Preventative Maintenance Agreement for Various Instruments in the Department of Laboratory Medicine Product Service Code: J066 NAICS Code: 811210 Place of Performance: Bethesda, MD 20892 USA POTS: 25-005288 Description This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) intends to issue a firm-fixed-price purchase order for a preventative maintenance agreement to Life Technologies Corporation of Carlsbad, California 92008-7321 for the following instruments currently located in the Department of Laboratory Medicine: Description/Serial Number 7500 FAST Real-Time PCR System, S/N 275015973 7500 FAST Real-Time PCR System, S/N 275016160 7500 FAST Real-Time PCR System, S/N 275017124 3500xL Genetic Analyzer, S/N 31392-040 Quant Studio 5 Real-Time PCR System, S/N 27214912 Quant Studio 5 Real-Time PCR System, S/N 27214588 The performance period will run from May 1, 2025, to April 30, 2030. These instrument platforms enable rapid, efficient, and sensitive amplification of nucleic acid (DNA) from clinical samples, facilitating the timely detection of infectious agents and expediting treatment. The proposed vendor, Life Technologies, is the exclusive manufacturer, vendor, and service provider for the 7500 FAST and Quant Studio 5 Real-Time PCR Systems, as well as the 3500xL Genetic Analyzer. Due to the proprietary nature of this technology, no other vendor can provide the necessary services for these systems. Given the proprietary status of the supplies, it is neither feasible nor in the best interest of the Government to seek full and open competition for the maintenance of these instruments from alternative sources. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The total dollar value of this requirement shall not exceed the Simplified Acquisition Threshold (SAT) $250,000.00. Interested parties may identify their interest and submit capability statements in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
