THIS IS A REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research purposes only, to make appropriate acquisition decisions and to gain knowledge of Small Businesses, Veteran Owned Small Businesses (VOSB), including Service Disabled Veteran Owned Small Businesses (SDVOSB), interested and capable of providing Registered Respiratory Therapists (RRT) Staffing Services, per paragraph four (4) below, for the VA Greater Los Angeles Healthcare System (VAGLAHS). 2. The NAICS for this requirement is 561320, Temporary Help Services. The product service code is Q521, Medical Pulmonary. 3. Interested and capable Contractors shall respond to this notice no later than March 12, 2025 12:00 PM PT by providing the following via email only to solly.kim@va.gov. (a) company name (b) address (c) point of contact (d) phone and email of primary point of contact (e) UEI number (f) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 4 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar services described in paragraph 4 below. (g) If your company possesses a Federal Supply Schedule (FSS) contract that offers SIN 621-034, Respiratory Therapy, identify your FSS contract number. 4. Requirement: Contractor shall provide up to four (4) Registered Respiratory Therapists who can also function as Polysomnographers and are Registered Polysomnographic Technologist (RPSGT) Certified. 4.1 Qualifications: Competency requirements are to perform full night of polysomnogram plus all tasks defined in Section 4.2 below. Only personnel approved by VAGLAHS shall be allowed to perform under this contract. All contractor personnel shall be Basic Life Support certified. Advanced Cardiac Life Support is preferred. Specific minimum qualification requirements are specified below: Completion of an accredited Respiratory Therapy (RT) Program 2 years of RT experience, 1 Year in critical care Registered Respiratory Therapist (RRT) Credential Issued by National Board of Respiratory Care (NBRC) Certification Respiratory Board of California State Licensure Registered Polysmonographic Technologist (RPSGT) Credential with the Board of Registered Polysmonographic Technologists (BRPT), or Registered Sleep Technologist (RST) Credential with the American Association of Sleep Medicine (AASM) 4.2 Registered Respiratory Therapists shall be competent in the following tasks: Therapeutic and diagnostic procedures with the use of medical gases and administration devices including oxygen and nitric oxide. All forms of humidification use with the appropriate devices, including aerosols and high flow systems. Administration of inhaled medications, with use of appropriate devices, to the cardiopulmonary system. Assist with intubation. Use of all ventilators in VAGLAHS and all modes of mechanical ventilation. Chest Physiotherapy (CPT), both manual and with the Vest System, and postural drainage. Cardiopulmonary Resuscitation (CPR); the Respiratory Therapist must also have a current CPR card. Respond to Rapid Response Calls. Set up Continuous Positive Airway Pressure (CPAP), Automatic Positive Airway Pressure (APAP), and Bilevel Positive Airway Pressure (BIPAP) systems. Provide Patient/family education. Arterial puncture. Recognize the need for medical intervention if patient safety is at risk. The use of split-night diagnostic/therapeutics studies as described: perform polysomnogram during the first part of the night and then CPAP titration study during the 2nd half of the night if initial part of the study is consistent with obstructive sleep apnea. Perform full night polysomnogram. Sleep staging, defined as continuous recording of at least one (1) channel of Electroencephalogram (EEG), two (2) channels of Electrooculography (EOG) and one (1) channel of Electromyography (EMG) recording, following the rules of staging systematized by A. Rechstcahffen and A. Kales. Continuous recording of four (4) or more additional parameters of sleep, including at least airflow, oximetry, Electrocardiogram (EKG), and EMG. Continuous attendance as a technologist, working under the direction of the Chief of Pulmonary and Critical Care Medicine and Chief of Respiratory Therapy, who reports to Chief of Pulmonary and Critical Care. Maintain a technical log, manually and electronically of patient information including nocturnal patient activity, position and events. Perform electronic and manual scoring. Follow written policies, procedures and guidelines defining the response to findings disclosed during testing requiring medical evaluation and treatment, including the use of oxygen, and spilt-night protocols. 5. The intended contract period will be for a 12-month base period plus four (4) 1-year option periods with the period of performance anticipated to be from July 1, 2025 June 30, 2030. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in SBA VetCert can perform the required services, the VA will set aside the underlying solicitation per 38 U.S.C. ยง8127.
