Description
This Sources Sought/Market Survey Notice is being conducted by Aleda E. Lutz VA Medical Center, 1500 Weiss St., Saginaw, MI 48602 to identify all sources that are capable of providing Air Emissions Inventory Services for the period of May 31, 2025 May 30, 2026 at the discretion of the Government in strict accordance with all schedules, specifications, terms, conditions and provisions of this contract. General Information Develop a comprehensive air emissions inventory for the Aleda E. Lutz VA Medical Center. Perform necessary tasks to complete a site walkthrough at the Aleda E. Lutz VA Medical Center to develop a complete inventory of all emission units and calculate the potential to emit for each individual emissions source. Evaluate the facility-wide potential to emit against applicability thresholds for permitting programs. Complete all documentation to apply for applicable permits, work on the Aleda E. Lutz VA Medical Center behalf to negotiate permit conditions with applicable (state and federal) regulatory agencies, develop compliance tools, and provide training to site personnel. Provide any recommendations to Aleda E. Lutz VA Medical Center regarding synthetic minor limitations to avoid triggering additional regulatory requirements. Task 1. Potential Emissions Calculations As a first task, the Contractor shall work with Aleda E. Lutz VA Medical Center to conduct potential emissions calculations for the current and proposed emission units at the Aleda E. Lutz VA Medical Center. These emission calculations will form the basis for the air emissions inventory for the site and will ultimately lead to subsequent permitting strategy discussions. To develop these calculations, the Contractor shall plan to conduct a thorough site walkthrough (8-hour) with Aleda E. Lutz VA Medical Center personnel to identify sources of air emissions and to collect general design information necessary to complete air emission calculations. Following the site visit, the Contractor will provide Aleda E. Lutz VA Medical Center with a request for information (RFI) for any information that was not readily available on-site. The information Contractor will look to gather during the site visit will include, but not be limited to, the following: Description of operations Equipment list and equipment specifications (e.g., maximum equipment ratings) As-built documentation (drawings, specification sheets) Limitations on the operation (e.g., hours restrictions) Roadway traffic (e.g., number and types of vehicles, frequency of pathway) Maximum usage of solvents or other raw materials Sample data for fuels (e.g., sulfur concentration in fuel oil) Analytical stack testing from previous compliance demonstrations, if applicable Safety data sheets (SDSs) for any non-standard fuels Any necessary follow-up data can be provided electronically via email and teleconference and a second site visit will not be necessary. Once all of the information is gathered, the Contractor will develop facility-wide PTE calculations for each proposed emission unit in a Microsoft Excel® workbook for all criteria pollutants, greenhouse gases (GHGs), and hazardous air pollutants (HAPs). Emission units will be indexed per Michigan Department of the Environmental, Great Lakes, and Energy (EGLE) nomenclature and cross-referenced to Aleda E. Lutz VA Medical Center equipment identification. The contractor can assume that most emissions will be quantified for the following five (5) types of emissions sources but all sources of emissions should be evaluated. Boilers Process Heaters Emergency Engines Roadways Tanks (fuel oil) Contractor will provide the draft emissions calculations to Aleda E. Lutz VA Medical Center for review and discussion. Task 2. Permitting Strategy Utilizing the PTE calculations developed under Task 1 and existing facility air emissions information, Contractor will provide a summary email to Aleda E. Lutz VA Medical Center with the current facility-wide potential to emit as well as the additional emissions increase from the proposed generator replacement project. Contractor will identify whether the facility will trigger Title V permitting, major source status under 40 CFR 63, NESHAP requirements, or if it will be a minor source. The Contractor shall also determine the state and federal regulatory applicability of NSPS Dc and the Boiler GACT rules for existing facility sources and provide an action plan for complying with those rules.� Furthermore, the Contractor will provide alternative permitting scenarios in the summary, should Aleda E. Lutz VA Medical Center choose to control emissions or to take synthetic limits on throughputs or operating hours. Contractor will provide Aleda E. Lutz VA Medical Center with a written report summarizing the permitting options and action plans for further discussion. Contractor shall schedule a face-to-face meeting with Aleda E. Lutz VA Medical Center to discuss the results with the team and to determine the most beneficial approach for permitting the facility based on the site inventory and associated potential to emit. Contractor shall budget for a three-hour meeting with the Aleda E. Lutz VA Medical Center team to come to a permitting strategy approach.
