- Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) February 18, 2025 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Farmington Outpatient Clinic. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the Farmington Outpatient Clinic. This requirement supports VHA's mission by providing contractor support services to help bring the facility into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (33) thirty-three months. The U.S. Department of Veterans Affairs has been approved for a Major Build-to-Suit lease to operate a new Multi-Specialty Community Based Outpatient Clinic (CBOC), in the vicinity of Farmington, MO. This project proposes to construct and lease approximately 45,894 NUSF replacement and expanded Outpatient Clinic including 350 parking spaces. The new facility would expand on care currently provided at the existing Farmington CBOC lease and allow for a decompression of the John J. Pershing VAMC in Poplar Bluff, MO. The lease would allow VA to enhance outpatient services by closing space gaps identified in the Strategic Capital Investment Planning (SCIP) process. Currently the VA Office of Real Property and other support offices are working to secure award to a developer wanting to create this new site of care for VA use. The new lease would expand the current Primary Care space, allowing for the full implementation of the Patient Aligned Care Team (PACT) model of care delivery, improving operational efficiencies and the Veteran experience. The new facility will include space to support 8 PACT teams with a private collocated Women's Health modality. The newly leased right-sized, state-of-the-art, energy-efficient health care facility would provide Primary Care, Mental Health, certain Specialty Care and Ancillary services to Veterans in the Farmington area. Specialty services to be offered include podiatry, dermatology, tele-neurology, orthopedics, optometry, and audiology. Orthopedics services will include injections and casting. Optometry will include eye glass dispensing and exam/refraction. Audiology will provide two booths, as well as adequate exam space and a fitting room. Specialty care will offer 3 tele-health rooms to provide veterans sufficient access to additional specialty service providers within the network. Centered Care in the Community (CITC) data supports a cardiopulmonary service would greatly benefit veterans within the delineated market area. Farmington will offer the following respiratory therapy modalities: CPAP, BPAP, home O2, pulmonary function test, and EKG. Radiology services will include ultrasound and general x-ray. Comprehensive Outpatient Physical Therapy services focusing on improving veterans' pain and physical function through various modalities of treatment including therapeutic exercise, therapeutic activities, manual therapy, and various physical agents to complement treatment. Hands on Chiropractic treatment using a variety of manual interventions and physical agents to achieve optimal outcomes, integrating Complementary and Integrative medicine to achieve VHA's mission of transitioning to a Whole Health focused Healthcare System. The mission of the Prosthetic & Sensory Aids Service (PSAS) is to provide comprehensive support to optimize health and independence of the Veteran. PSAS oversees the issuance of medical devices and a host of other services VHA offers. The Farmington Health Care Center Pharmacy Services will offer outpatient pharmacy services for Veterans to pick up medications. Clinical Pharmacy Services offered will include Primary Care, Women s Health, and Mental Health which will allow for a Clinical Pharmacist Practitioner to serve Veteran s medication prescribing needs for chronic disease states in working with the multidisciplinary teams. This will allow for more acute needs to be addressed by Medical Doctors, Advance Practice Registered Nurses, and Psychiatrists. Outpatient Mental Health will provide the following programs and services: Psychiatry, Nursing, SATP, Transition Care Program, Behavioral Health Lab, PTSD Clinical Team, Homeless, Intensive Case Management, Supportive Employment/Compensated Work Program, Suboxone, Evidence Based Treatment, Meditation/Relaxation, Medication Assisted Treatment, Military Sexual Trauma Program, SMI Re-Engagement, Neuropsychology, and Suicide Prevention. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 20 March 2025. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 22 April 2025. Solicitation initial posting date and the closing date are subject to change as necessary.
