Description
The purpose of Amendment 0004 to Solicitation W15P7T-23-R-0001 is for the following: Provide offerors with an updated Attachment 0008 CHS-6 Pricing Spreadsheet and Instructions dated 30 January 2023 due to errors being found in the previous version dated 26 January 2023. The instructions provided in Amendment 0003 remain the same. The purpose to Amendment 0003 to Solicitation W15P7T-23-R-0001 is for the following: This solicitation amendment modifies Attachment 0008 Pricing Spreadsheet and Instructions that is required to be submitted with proposals. In the updated Attachment 0008 Pricing Spreadsheet and Instructions, the government has stricken the requirement for offerors to price items in certain years, where the government confirmed (via the Original Equipment Manufacturer - OEM) that the item may reach End-of-Life (EOL). Offerors shall complete and submit the new Attachment 0008 Pricing Spreadsheet and Instructions to the Government via Procurement Integrated Enterprise Environment (PIEE) and within the time set for submitting revised proposals. The purpose to Amendment 0002 to Solicitation W15P7T-23-R-0001 is for the following:1. Update paragraph L.2.3.2.2 in Section L. Section L can be found attached in Section J, titled Attachment 0014 Section L Instructions, Conditions, and Notices to Offerors, dated 09 November 2022. 2. Post updated USG Responses to CHS-6 Questions dated 31 Oct 2022. Updated government responses to Questions 14 and 18 can be found in column C. Question number 46 was also added and the government response can also be found in column C.3. Clarify that this solicitation is for a Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The purpose to Amendment 0001 to Solicitation W15P7T-23-R-0001 is for the following: 1. Deleted DFARS clauses 252.234-7004 and 252.234-7003 from the Solicitation. 2. Update the following documents in Section J; A03 CDRL A005 Phase - In Transition Plan, A03 CDRL B004 Technical Assistance and Support Services Report, A03 CDRL B010 IUID Marking Activity V and V Report, B08 Attachment 0001 CHS-6 PWS, B08 Attachment 0010 Historical Production Data, B08 Attachment 0014 CHS-6 Section L 31 Oct 2022, B08 Attachment 0016 CHS-6 QASP. 3. Release the following documents to System for Award Management (SAM.gov). USG Responses to CHS-6 Questions 31 Oct 2022, CHS-6 Approved Data and Cloud Centers (Response to question #21). 4. Extend the proposal submission date to 22 November 2022.5. Allow Offerors to submit a test document through Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Offerors may submit one Microsoft Word document with the Offerors name and Point of Contact information (name, email, phone number) to PIEE in order to test the Solicitation Module function as the use of this system is new to industry. After the Offeror submits the test document in PIEE, please notify by email, Contract Specialist Todd Strasavich at todd.m.strasavich.civ@army.mil to confirm receipt of the test document. The Army Contracting Command Aberdeen Proving Ground (ACC-APG), Division B, is issuing a Request for Proposal (RFP) in support of Program Executive Office Command Control Communications-Tactical (PEO C3T), Product Lead Common Hardware Systems (PdL CHS) Common Hardware Systems 6th Generation (CHS-6) contract.CHS-6 will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a ten (10) year Period of Performance (PoP) (four (4) year base period with two (2), three (3) year option periods) for the rapid procurement of total lifecycle system management solutions in support of the U.S. Army (Army), Department of Defense (DoD), and Federal government programs and agencies. CHS-6 provides seamless and consolidated procurement of Commercial Information Technology (CommIT) including, but not limited to, Commercial Off-The-Shelf (COTS) items, Non-Developmental Items (NDI), components, customizable sustainment strategies, non-personal services and continuous technology upgrades. The CHS-6 requirements are for contractor-provided equipment and services including Task Orders (TO), Delivery Orders (DO), Basic Purchase Orders (BPO), Technology Insertions (TI), system integration/installation, testing, studies, analyses, logistics support, and engineering support. The overall Product Lead Common Hardware Systems (PdL CHS) program goal is to improve interoperability and commonality among operational forces while lowering lifecycle costs by leveraging centralized procurements of CommIT products.The CHS-6 contract is solicited on the basis of Full and Open Competition. DOs and BPOs for hardware will be issued on a Firm Fixed Price (FFP) basis. Task Orders (TO) for services will be either FFP, and/or Cost Plus Fixed Fee (CPFF) (Completion or Term), and/or Cost. The total estimated value of this acquisition is $7.9B.Award will be made to the best overall proposal which is determined to be the most beneficial to the Government utilizing the best value trade-off method of source selection described under Section L and Section M. The Government reserves the right to make an award without discussions. Therefore, the Offerors initial proposal should contain the Offerors best terms. Should discussions be necessary, then such discussions will be done in accordance with FAR Part 15.306. The submission requirements and evaluation criteria will be defined in the solicitation. More information about source selection will be listed under Section L and Section M of the solicitation. The proposal due date will be indicated in the solicitation. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this RFP is the web. Contractors may download the solicitation and any amendments via the System for Award Management web site at www.SAM.gov, on or after the issue date. It is the offerors responsibility to monitor the SAM.gov web site for any amendments. Interested firms must register at SAM.gov in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments.
