- This is a Request for Information (RFI). This RFI is for planning purposes only. No solicitation document exists and formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not pay for any response expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response The Government is seeking a mature solution that is available today with minimal customization. The information received will be used to support a market analysis for potential procurement of test assets used for further assessment in the very near future. Request for Information � Passive GPS Tracking System The Naval Information Warfare Center (NIWC) Atlantic is seeking sources, technologies, solutions, and quotes of non-developmental commercial off-the-shelf (COTS) for a passive GPS tracking device/system, with passive being defined as receive-only or being able to be placed in a receive-only state. NIWC-A pre integration planning could include the use of a small, standalone device that can be implemented in facilities or vehicles. Passive GPS Tracking System performance parameters for areas of interest: 1) Captured Data Transmission a. Ability for the device to disable all outgoing wireless communication b. Ability to activate wireless communication when in pre-specified locations (geofencing) c. Ability for the user to download data from the device to a laptop via a wired connection 2)Data Capture a. Ability to collect three-dimensional location data (latitude, longitude) b. Ability to capture bearing c. Ability to store data to external memory (i.e. SD/microSD card) d. Ability to collect location data world-wide e. Ability to capture data in GPX, TXT, and CSV files f. Ability to adjust the location capture rate 3)Physical Characteristics a. Ability to magnetically attach to a magnetic surface b. Ability to be mechanically fastened to a surface c. Ability to disable all lights d. Ability to be fit within a 4 inch x 6 inch x 4 inch area 4)Power a. Ability to operate off of internal batteries b. Ability to operate for at least 30 days on internal battery power c. Ability to operate off of an external DC power source (i.e. car battery) 5)Environmental a. Expected to operate in all environmental conditions i. Ability to operate in Maritime environments, salt-water spray ii. Ability to withstand dust and water (i.e. IP67) 6)Safety a. Materials and components new and currently in production b. No products used which would pose toxic hazard to users In the response to the RFI, each vendor should address: 1. Compliance with the performance parameters listed. 2. Company information, including name, address, URL, revenue, and number of employees. 3. Whether the company is a manufacturer or distributor. 4. A point of contact for follow-up information, and the point of contact�s phone number and e-mail address. 5. Product name and a description of features. 6. Availability of equipment for evaluation, purchase and cost. RFI is for market research purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to pay for the information solicited.
