Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Subpart 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All vendors shall be registered at www.SAM.gov . Any amendments issued to this solicitation will ONLY be available on the www.SAM.gov under Contracting Opportunities (FBO). (ii) The solicitation number 693JF721Q000027 is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07 dated Aug 11, 2021. (iv) This notice is a Total Small Business set-aside.� The NAICS code is 511210 and small business size standard is $41.5 mil. (v) This combined solicitation/synopsis is for procurement of the commercial supplies indicated below. (vi) The Maritime Administration Office of Marine Financing (OMF) intends to purchase a Financial Spreading Software Product/Tool in accordance with the attached Statement of Objectives (SOOs), Evaluation Criteria, Government's Delivery Schedule Model, Line Item Structure and all other terms and conditions published in this solicitation.� OMF needs a web-based financial spreading tool to make the financial review process of its Title XI borrowers/obligors more accurate and efficient, improve data consistency and transparency, and provide a central data storage environment for the financial statement information with tailored user permissions/access and auditable changes to any files/records for a 12-month base period and four 1-year options. � (vii) The required delivery date is to start and/or be delivered on or around September 28, 2021 and the place of delivery and acceptance is US Department of Transportation, US Maritime Administration 1200 New Jersey Avenue, SE Washington, DC� 20590.
