Description
THIS IS NOT A REQUEST FOR QUOTE. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as quotes, nor will any award be made as a result of this Sources Sought Notice. Any information provided by businesses to the Government is strictly voluntary. The Government will NOT be responsible for any costs incurred by interested businesses responding to this The purpose of this Sources Sought is to conduct market research only. The governments intent will be to award a 5 year Blanket Purchase Agreement (BPA). NAICS is code is 325120 (Industrial Gas Manufacturing), which has a size standard of 1000. FSC is 6505 Drugs and Biologicals. There is no NMR class waiver for the NAICS/FSC/Description so we cannot legally set this requirement aside. DESCRIPTION OF REQUIREMENT General: The contractor will provide delivery of all requirements for individual compressed gas cylinders to the locations listed in this document. Period of Performance: Blank Purchase Agreement (BPA) for a period of five (5) years. Estimated period of performance will 7/1/2021-6/30/2026. Intended Use: To meet the needs for patients requiring oxygen therapy during transport to different locations of the Boston VA Healthcare System within the facilities. The requirement of the following are estimated amount of each specific size, type of material the cylinder is manufactured of, cylinders with integrated regulators and handles. Integrated valve stem regulator with the aluminum cylinder are utilized throughout Boston Healthcare System. Boston VA Healthcare System requires that all of the hospital transport cylinders be light weight cylinders with integrated regulator with wide handle that is secured to the regulator that extends upward for ease of carrying. The integrated regulator must be able to deliver a flow rate of 0.25, 0.5, 1, 2, 3, 4, 6, 8, 10, 15, 25 liters per minute flow. The regulator also must provide a 50 psi outlet port to connection to equipment if needed. Boston VA Healthcare System requires that all of the hospital MR compatible transport cylinders be light weight cylinders with integrated regulator with wide handle that is secured to the regulator that extends upward for ease of carrying. The integrated regulator must be able to deliver a flow rate of 0.25, 0.5, 1, 2, 3, 4, 6, 8, 10, 15, 25 liters per minute flow. The regulator also must provide a 50 psi outlet port to connection to equipment if needed. Boston VA Healthcare System requires that all H cylinders are made of Steel with the Diameter Index Safety System. These cylinders are utilized for Emergency Back Up during an oxygen failure or shut down. Place of Performance: West Roxbury VA Medical Center 1400 VFW Pkwy, West Roxbury, MA 02132 Jamaica Plain VA Medical Center 150 South Huntington Ave, Boston, MA 02130 Brockton VA Medical Center 940 Belmont St Brockton, MA 02301 Day and Hours of Operation: West Roxbury VA Medical Center: M-F 0800-1600 or after regular duty hours by calling the respiratory care department for access. Jamaica Plain VA Medical Center: M-F 0800-1600 Brockton VA Medical Center: M-F 0800-1600 Performance Requirements: The contractor must be able to supply the facilities listed above with the medical grade compressed gases listed in Section 8 weekly. Specifically- deliveries are to be made to West Roxbury campus every Monday and Thursday without fail excluding holidays at which point a needs assessment will be completed and the company will push delivery to the next business day. Deliveries will be made twice per week at the Jamaica Plain campus every Monday and Thursday following the same protocol as West Roxbury. Deliveries will be made twice per week at the Brockton campus following same scheduling and protocol as West Roxbury. The contractor will respond to emergency calls within 2 hours. The contractor shall respond to non-emergency call within 24 hours or the next business day. The contractor shall repair all minor cylinder leaks detected and provide a full report of leak tests and any leaks repaired to the Contracting Officer s Representative (COR). Patient and occupation safety require that all tanks meet all regulatory guidelines and the tanks and regulators allow continuous oxygen flow between regulator settings. Safety features include: Oxygen flow that does not stop if the regulator is placed between two numbers. Integrated valve and regulator that is built into tank and doesn t need to be installed by staff. Single valve tank. No tanks with two valves, this is a human factor safety risk. National Center for Patient Safety discourages any two valve tanks. Rupture disk relief valve. 50 PSI DISS outlet that delivers up to 200 lpm if needed for mechanical ventilator device. Invoices: Invoicing is required to be submitted per delivery. Payment will be made upon receipt of a properly prepared detailed invoice, prepared by the contractor, validated by the contracting officer s representative (COR) and submitted. A properly prepared invoice will contain: Invoice number and date Contractor s name and address Contract number Accurate purchase order number Itemized supply or service provider Total amount due Medical Gases and Supplies to be Provided: West Roxbury Location Furnish and maintain 3429 E cylinder made of aluminum with integrated valve each year. 3429 Each Furnish and maintain 483 MRI safe E cylinder made of aluminum with integrated valve each year. 483 Each Furnish and maintain 43 H cylinder made of steel using DISS system each year. 43 Each Jamaica Plain Location Furnish and maintain 3429 E cylinder made of aluminum with integrated valve each year. 3429 Each Furnish and maintain 33 H cylinder made of steel using DISS system each year. 33 Each Brockton Location Furnish and maintain 3429 E cylinder made of aluminum with integrated valve each year. 3429 Each Furnish and maintain 33 H cylinder made of steel using DISS system each year. 33 Each
