Description
Sources Sought General Introduction The U.S. Forest Service (USFS), East Zone, is issuing a Sources Sought to gain knowledge of interest and capabilities of the Small Business Community to maintain system roads throughout the National Forests in Alabama. The National Forests in Alabama consists of four Forests and six Ranger Districts. �While the primary focus of this contract will be the maintenance of open system roads, any system road deemed necessary for administrative access may be scheduled for maintenance.� For purposes of this contract, a system road shall also include any county or state road for which the Forest Service has entered into a maintenance agreement.� This contract consists of two primary elements: a routine maintenance element subject to SCA wages and a minor construction up to $35,000.00 subject to Davis-Bacon Act wage rates.� The NAICS Code for this procurement is 237310 Highway, Street, and Bridge Construction. �The small business size standard is $36.5 Million. This is a Sources Sought announcement and is for information/market research purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. About the Forest Service Established by Congress in 1905, the mission of the Forest Service is to sustain the health, diversity, and productivity of the nation�s forests and grasslands to meet the needs of present and future generations. We manage public lands in the form of national forests and grasslands, provide technical and financial assistance to state and private forestry agencies and make up the largest forestry research organization in the world. The Forest Service�s Built Environment The agency�s Built Environment refers to the physical infrastructure of fire, administrative, research, and recreation buildings, landscape structures, site furnishings, structures on roads and trails, and signs installed or operated by the Forest Service, its cooperators, and permittees. The elements of the built environment constructed on National Forest lands and Grasslands, or those used for administrative purposes in rural areas, towns, and cities incorporate in a practical manner the principles of sustainability, reflect their place within the natural and cultural landscape, and provide optimal service to our customers and cooperators. Project Information About the Project The Forest Service, East Zone, is interested in issuing Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) Contracts for road maintenance services within the state of Alabama.� The contracts will also allow for minor construction, not to exceed $35,000 per task order. A map is attached to determine what areas of the state potential contractors are able to service.� Delivery Method�������� After IDIQ contracts are awarded, work will be issued by firm-fixed-price task orders on a competitive basis. The basis for award of the task orders will generally be on lowest price but may be conducted through a best value process if the complexity of the work requires additional technical evaluation. Contract Value Range During the effective period of a contract resulting from this solicitation, the Government shall place orders totaling a minimum of $2,500 on each contract awarded, but not in excess of $5,000,000 in total for all contracts combined.� Historical data shows that the majority of task orders would be under $150,000� However, task orders may be issued up $1,000,000. Requirement Any resulting contract(s) for maintenance of Forest Service roads would include the following: The Contractor shall furnish the necessary personnel, material, equipment, facilities, supervision, transportation, operating supplies, and incidentals to perform the ordered tasks. Road maintenance includes services, such as: grading; ditch cleaning; cleaning culverts; minor culvert and drainage repair; slash busting; mowing, and spot surfacing.� Road Construction includes activities, such as: replacing culverts; patching asphalt; major slump/slide removal; bridge repair; and aggregate re-surfacing.� Responses Responses to this sources sought shall include the following: (a)� Company Name (b)�� Address (c)�� Point of contact (d)�� Phone and email (e)�� DUNS number �(f)� Type of small business, e.g. Services Disabled Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business.� Firms shall be certified in the in the System for Award Management (SAM) located at https://www.sam.gov/. (g)� Complete the attached spreadsheet indicating which Forests you are capable and interested in working.� Please note that Talladega National Forest is made up of three Districts: Shoal Creek, Okmulgee, and Talladega. By marking Talladega, you agree to be capable of working in all districts. (h) Listing of your experience within the last 5 years where you were the prime contractor for work of similar type and scope. Include contract numbers, titles, locations, dollar amounts and a brief description.� Limit of five projects. Interested small businesses shall submit the response by email to Primary Point of Contact no later than the time indicated on the Contract Opportunity webpage. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. �
