Description
The subject DLA Troop Support procurement is for Non-ballistic, Protective Body Shields. A total of 5,000 each Non-ballistic, Protective Body Shields are required. The delivery schedule is as follows: 1,000 each � 30 days 2,000 each � 60 days 2,000 each � 90 days Customer direct deliveries are required to Camp Murray, Washington (zip code 98430-5032) This acquisition will be issued as a full and open solicitation and conducted in accordance with FAR 13.5 � �Simplified Procedures for Certain Commercial Items.� The solicitation will result in the issuance of a firm-fixed price, definite quantity contract. Offerors shall identify the commercial non-ballistic body shield proposed and provide a technical data sheet to be considered for an award under the solicitation. Once all proposals have been evaluated to ensure that they meet the identified technical requirements, lowest price technically acceptable procedures will be used. DFARS clause 252.225-7012 - Preference for Certain Domestic Commodities applies. The Technical requirements are as follows: Salient Characteristics Commercially available handheld non-ballistic Body Shields used for law enforcement with the following design and characteristics.� The shield shall be clear weighing 14 pounds (+/- 1 oz.) made of polycarbonate materials with polymer alloy handles with steel inserts.� The shield shall have a single curve side to side radius for the entire length of the shield and curved corners, no sharp edges are allowed.� The shield shall have an agronomical handle and breakaway wide black Nylon adjustable strap. The handle and strap need to be interchangeable for right- or left-hand use allowing an arm to go through the adjustable strap to grab onto the handle.� The adjustable strap runs perpendicular across the bicep for a secure fit attached to the shield at equal distance as the handles approximately the mid-point between the handles.� The shield shall meet fragmentation protection meeting V-50 requirements.� The Shield dimensions are as follows: Thickness shall be 0.25 inches (+/- 1/8th inch) Width shall be 24 inches (+/- 1/8�) Length shall be 48 inches (+/- 1/8�) It is anticipated this solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after January 27, 2021. All offerors MUST be registered in SAM in order to be eligible for award. All responsible sources may submit offers which, if timely received, shall be considered. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form.� Solicitation will be posted on https://www.dibbs.bsm.dla.mil/, however instructions for submitting offers will be provided within the solicitation remarks of the solicitation as offers submitted solely for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM). 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their System for Award Management (SAM) registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). 01/14/2021 - The following information is added to the notice above: The applicable NSN is 8465-01-538-4334. The handle and strap need to be interchangeable for right- or left-hand use allowing an arm to go through the adjustable strap to grab onto the handle. The adjustable strap runs perpendicular across the bicep for a secure fit attached to the shield at equal distance as the handles approximately the mid-point between the handles. Strap shall feature a �quick release� design to release arm from shield if needed. Dielectric handles shall be used to prevent electrical pass-through. The shield shall meet fragmentation protection meeting V-50 requirements.� A V50 Test Report is required with bid. The Shield dimensions are as follows: Thickness shall be 0.25 inches (+ /- .014 inch) Width shall be 24 inches (+/- 1/8�) Length shall be 48 inches (+/- 1/8�)
