Description
Luna Innovations is the only company with the ability to meet the fiber optic sensing system requirements. Luna Innovations is the developer and supplier of the Hyperion system, which is a discrete sensing system with up to a 5kHz sample rate over 16 channels, with 20-40 measurement points per channel. It has a depolarized laser option and an ability to measure fiber bragg gratings (FBGs), long period gratings (LPGs) and Fabry Perot sensors. The system offers a deep dynamic range and the largest wavelength range (up to 160nm) of all FBG sensing manufacturers. Wavelength accuracy of the Hyperion interrogator is defined by a Luna patented NIST traceable wavelength reference artifact that provides measurement calibration on every scan, so there is no need for recalibration. Luna has developed proprietary means of making measurements that no other manufacturer can claim, offering the best optical combination of sensor capacity, scan rate, dynamic range and accuracy. Other suppliers are focused on distributed sensing (low sample rate), which cannot be used for AAG rapidly rotating components. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, that if received by 03:00 PM EDT on 29 January 2021 shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Responses to this notice must include the company name, point of contact, address, area code and telephone number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort. No phone inquiries will be entertained. Responses shall be made in writing by e-mail to the attention of Paras Patel at paras.patel@navy.mil.
