Page 3 of 3 Page 3 of 3 Page 3 of 3 DEPARTMENT OF VETERANS AFFAIRS - NETWORK CONTRACTING OFFICE 10 (NCO 10) THIS REPLACES THE ORIGINAL PRE-SOLICITATION NOTICE and ALL PREVIOUS MODIFICATIONS IN THEIR ENTIRETY Description: This Pre-Solicitation Notice is to inform potential offerors of our continued intent to advertise for the establishment of Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for the construction, alteration, maintenance, and repair of buildings, structures, and or other real property per the definition of construction in FAR Part 2.101 at all Department of Veterans Affairs (DVA) Medical Facilities located at Ft. Wayne, Indianapolis, and Marion Indiana plus all Community Based Outpatient Clinics (list located at http://vaww.visn10.va.gov/Sites_of_Care.asp). Awardees will be chosen on a competitive basis to perform construction services via issued Task Orders. The Government anticipates awarding an estimated 8-12 MATOCs to offerors whose proposals fully complies with the solicitation requirements and offer the best value to the Government however the number of awards can be more or less as determined by the Contracting Officer. The Period of Performance for all contracts resulting from this solicitation will be for a duration of five (5) calendar years each. This acquisition is a total set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) IAW Public Law 109-461. An offeror must be verified by the VA Center for Verification and Evaluation as an SDVOSB and listed in the Vendor Information Pages (VIP) database (https://www.vip.vetbiz.gov) at the time of proposal submission to be eligible for consideration. Proposals from unverified SDVOSBs will be considered non-compliant and will receive no consideration. All potential offerors are also required to be registered in the System for Award Management (SAM), https://beta.sam.gov, at the time of proposal submission. Proposals from unregistered offerors will be considered non-compliant and will receive no consideration. The solicitation to obtain proposals from those qualified SDVOSB companies to establish General Construction Indefinite Delivery-Indefinite Quantity (IDIQ) contracts is scheduled for release in the January/February 2021 timeframe. This is an estimate only. The primary North American Industrial Classification System (NAICS) code assigned to this solicitation is 236220 Commercial and Institutional Building Construction but also included are 236210 Industrial Building Construction, 237110 Water and Sewer Line and Related Structures, 237310 Highway, Street, and Bridge Construction, and 237990 Other Heavy and Civil Engineering Construction. The above cited NAICS codes each have a small business size standard of $39.5 million in average annual revenue. Task Orders will range from $20,000.00 to $16,000,000.00. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of a seed project included with the solicitation. The seed project will be used to evaluate the price proposal and portions of the technical proposal. One award will be made to accomplish the seed project to the offeror whose proposal provides the best value to the Government. The solicitation will be posted electronically to Contracting Opportunities located at https://beta.sam.gov. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation. A bidder's list will not be prepared nor distributed by the Contracting Officer. Offerors are advised that they are responsible for obtaining all solicitation documents including any issued amendments via the Contracting Opportunities section of the www.beta.sam.gov website. No other site (Bid Clerk, Dow Jones, etc) should be used to obtain this information. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The response date and time associated with this pre-solicitation modification is an estimate only.
