This advertisement is hereby incorporated into the RLP 21-REG01 by way of reference as an RLP attachment. U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP): City: Portland State:� ME����������������� ��� Delineated Area Boundaries:����� North: Cumberland St; South: Waterfront;��East: Franklin St; West: High St���� ���������� Minimum ABOA Sq. Ft.:���� 7,465.��������� Maximum ABOA Sq. Ft.:��� 7,838 Space Type:���� Office���������������� Term*:����� 15 years/ 13 firm Amortization Term:������� 8 years (96 Months) for both Tenant Improvements�and Building Specific Amortized Capital�������������������������������������������� ����������� *Offerors are encouraged to submit rates for all terms available in the AAAP for consideration against future GSA requirements. Agency Unique Requirements:��� See ATTACHMENTS/ LINKS for OHO Agency Special Requirements - Hearing Offices - Portland OHO ����for all requirements which include: Offered space must be on the second floor or above.� However, in areas where above street level space is not available, OHO may waive this requirement after exhausting efforts to locate suitable space. A minimum of two accessible elevators must service the space; one of which may be a freight elevator. All space must be contiguous on one floor, with the exception of the storage/mail room and/or training/multipurpose room which may be separated from the primary space by a public corridor but must be on the same floor.� Fourty- three public parking spaces at reasonable market rates, as determined by the Lease Contracting Officer, must be available within 800 walkable feet of the employee entrance of the offered building; Restricted or metered parking of two hours or less within the 800 foot radius of the space does not meet tenant agency parking requirements. Agency Tenant Improvement Allowance������������� $55.42 per ABOA SF Building Specific Amortized Capital (BSAC)������� $15.00 per ABOA SF IMPORTANT NOTES: Offerors are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by Federal Acquisition Regulation (FAR). For more information, visit: https://acquisition.gov/FAR-Case-2019-009/889_Part_B In addition, offerors are advised to familiarize themselves with the AAAP FY21 Request for Lease Proposals and AAAP Lease updates resulting from COVID-19, which calls for increased janitorial services. Offerors are advised that all Shell work associated with delivering the Tenant Improvements are at the Lessor�s cost.� Please refer to Section 3�(Construction Standards and Shell Components)�and specifically to Paragraph 3.07�(Building Shell Requirements)�of the�AAAP RLP Attachment #2 titled ""Lease Contract"" (GSA�Form L100_AAAP ) for more detail.� Tenant Improvement Components are detailed under Section 5 of the� AAAP RLP Attachment�#2 titled ""Lease Contract"" (GSA�Form L100_AAAP) .� � It is highly recommended that offerors start the SAM registration process directly following the offer submission.� Refer to RLP Clause 3.06, Item 7. (If applicable) The Government intends to award a Lease to an Offeror of a Building that is in compliance with Seismic Standards. Section 2.03 of the Request for Lease Proposals (RLP) outlines compliance activities required for all leases in moderate or high seismic zones. To determine if your property lies in a moderate or high zone, please reference the map and documents on our website.� Design, construction, and post award activities as set out in RLP 21-REG01 Attachment #2 titled ""Lease Contract"" (GSA�Form L100_AAAP ) Section 4, 4.01 Schedule for Completion of Space A thru I is replaced as follows : 4.01 SCHEDULE FOR COMPLETION OF SPACE (OCT 2020) Design and construction activities for the Space shall commence upon Lease award.� The Lessor shall schedule the following activities to achieve timely completion of the work required by this Lease: A.������������ Government-Provided Design Intent Drawings (DIDs):� The Government shall prepare and provide to the Lessor the Government�s approved DIDs based upon the base Building documents provided by the Lessor as required in the paragraph titled �Documents Incorporated in the Lease� paragraph of this Lease. �These DIDs will detail the TIs to be made by the Lessor within the Space. �DIDs shall be due to the Lessor within 150 Working Days from award. B. ����������� DIDs. For the purposes of this Lease, DIDs are defined as layout line drawings of the leased Space, reflecting all Lease requirements, showing partitions and doors; schematic demolition; voice, data, and electrical outlet locations; finishes; generic furniture layout, and any additional details necessary to communicate the design intent to the lessor�s architect for the purpose of preparing the construction documents (CDs).� A full DID set shall include the following elements: Level 1: 1.������ Cover Sheet; 2.������ Demolition Plan (if applicable); 3.������ Construction (Partition) Plan; 4.������ Power/Communication (Electrical) Plan; 5.������ Furniture Plan; and 6.������ Finish Plan. C.� The Lessor�s preparation and submission of 75% construction documents (CDs):� The Lessor as part of the TI must complete draft 75% CDs conforming to the approved DIDs not later than 15 Working Days following the approval of DIDs.� The pricing for this work is included under the A/E fees established under Section 1 of the Lease.� If during the preparation of CDs the Lessor becomes aware that any material requirement indicated in the approved DIDs cannot be reasonably achieved, the Lessor shall promptly notify GSA, and shall not proceed with completion of CDs until direction is received from the LCO.� The LCO shall provide direction within 15 Working Days of such notice, but the Government shall not be responsible for delays to completion of CDs occasioned by such circumstances.� For the purpose of this paragraph, a ""material requirement"" shall mean any requirement necessary for the Government's intended use of the Space as provided for in, or reasonably inferable from, the Lease and the approved DIDs (e.g., number of workstations and required adjacencies).� ???????D.�Government review of 75% CDs:� The Government shall have 28 Working Days to review 75% CDs.� At any time during this period of review, the Government shall have the right to require the Lessor to modify the CDs to enforce conformance to Lease requirements and the approved DIDs.??????? E. The Lessor�s completion of 100% CDs: The Lessor shall complete 100% CDs conforming to the approved DIDs and 75% Government review comments not later than 15 Working Days following the Government review of 75% CDs, before Lessor proceeds to prepare a TI price proposal for the work described in the CDs. ???????F.�Government review of 100% CDs:� The Government shall have 15 Working Days to review 100% CDs.� At any time during this period of review, the Government shall have the right to require the Lessor to modify the CDs to enforce conformance to Lease requirements and the approved DIDs. ???????G.�The Lessor's preparation and submission of the TI price proposal:� The Lessor shall prepare and submit a complete TI price proposal in accordance with this Lease within 15 Working Days following the end of the Government CD review period. ???????H.�The Lessor's preparation and submission of the BSAC price proposal:� The Lessor shall prepare and submit a complete BSAC price proposal in accordance with this Lease within 15 Working Days following the end of the Government CD review period. I. Negotiation of TI and BSAC price proposals and issuance of notice to proceed (NTP):� The Government shall issue NTP within 20 Working Days following the submission of the TI and BSAC price proposals, provided that both the TI and BSAC price proposals conform to the requirements of the Lease and the parties negotiate a fair and reasonable price. J. Construction of TIs and completion of other required construction work:� The Lessor shall complete all work required to prepare the Premises as required in this Lease ready for use not later than 60 Working Days following issuance of NTP??????? HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://lop.gsa.gov/aaap, will enable interested parties to offer space for lease to the Federal Government in response to RLP 21-REG01.� In addition, the Government will use its AAAP to satisfy the above space requirement. Offerors must go to the AAAP website, select the �Register to Offer Space� link and follow the instructions to register.� Instructional guides and video tutorials are offered on the AAAP homepage and in the �HELP� tab on the AAAP website. Once registered, interested parties may enter offers during any �Open Period�. For technical assistance with AAAP, email LOP.help@gsa.gov. The Open Period is the 1st through the 7th of each month, ending at 7:30 p.m. (ET) unless otherwise stated by the Government and unless the 7th falls on a weekend or Federal Holiday. If the 7th falls on a weekend or Federal Holiday, the Open Period will end at 7:30 PM (ET) on the next business day. Refer to AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement.� Offers cannot be submitted during the Closed Period and will not be considered for projects executed during that time period. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this advertisement and in the RLP requirements package found on the AAAP website.� During an Open Period, offerors will be permitted to submit new offers or modify existing offers.� Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with the requirements in this advertisement and the RLP and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease.� The Lease and all documents that constitute the Lease package can be found at https://lop.gsa.gov/aaap. �If you have previously submitted an offer in FY 2020, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2021 RLP in order to avoid having to re-enter all of the data manually. Please be sure to review FY21 AAAP RLP Package and each page within the AAAP Application prior to submitting your offer as some of the questions have changed. You must re-enter your space and rates on the �Space and Rates� tab in the AAAP. Your previous offered space will not be copied.
