REQUEST FOR INFORMATION (RFI) Combat Capabilities Development Command Data Analysis Center (DEVCOM DAC) �Post-Incident Contamination Mitigation Analysis of Alternatives (PCM AoA)� Approved for Public Release; Distribution Unlimited General Information: Type: Request for Information (RFI) Response Date: 26 February 2021 no later than 3:00PM Eastern Standard Time (EST) Classification Code: North American Industry Classification Code (NAICS) 325998 Contracting Office Address: The U.S. Army Contracting Command, Edgewood Contracting Division (ACC APG ECD), 8456 Brigade Street, BLDG E4215, Aberdeen Proving Ground MD 21010-5401 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� Solicitations are not available at this time.� Requests for a solicitation will not receive a response and documents submitted in response to this RFI will not be returned.� This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever.� All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized on https://beta.sam.gov/.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. ELIGIBILITY: The Combat Capabilities Development Command Data Analysis Center (DEVCOM DAC) in conjunction with the Joint Requirements Office for Chemical, Biological, Radiological, and Nuclear Defense (JRO CBRND) invites participation from all those engaged in related activities, to include research and development, and appreciates responses from all capable and qualified sources, regardless of size. The ACC ECD, on behalf of DEVCOM DAC in conjunction with the JRO CBRND is requesting information on products, technologies, and approaches that could be utilized in the development of new capabilities that support Post-Incident Contamination Mitigation (PCM).� PCM is not limited to decontaminants/decontamination and may include other capabilities that will allow for the mitigation of chemical, biological, or radiological (CBR) hazards (both contact and vapor) by means other than neutralization (e.g., absorption, accelerated weathering, and containment). PCM capabilities would be utilized after a CBR attack.� These capabilities are intended to mitigate the hazard to personnel in order to facilitate removal of personal protective equipment (PPE) as quickly as possible and/or reduce the logistics (to include time, energy and resources) required for interdependent contamination mitigation activities.� Capabilities sought could address one or more of the following areas. Organizational Equipment & Supplies (e.g., commercial and military vehicles, tires, weapons, electronics) Terrain (e.g., asphalt, concrete, or soil) Fixed Structures (e.g., hospitals, building, airports, or naval vessels) � These capabilities will enhance responsiveness and mobility by decreasing personnel protection and decontamination requirements. Materials of concern include but are not limited to canvas, chemical agent resistant coating (CARC), fiberglass, nylon, rubber and steel.� The desired outcome when using PCM capabilities is a more responsive force capable of quickly resuming pre-exposure operational tempo. � Information on products, technologies, and approaches received in response to the RFI will support the PCM AoA.� Products, technologies, and approaches may be commercially available or in research and development.� Please indicate whether the product, technology, or approach is mature, under development, or in basic research.� � In addition, please note that the Defense Threat Reduction Agency�s Chemical Biological Operational Analysis (CBOA) is closely integrated with the PCM AoA and submissions received in response to this RFI will be shared with those involved with CBOA and vice versa. The next CBOA is anticipated to be held from 24 - 28 May 2021 at Fort Story in Virginia Beach, Virginia.� � ACC ECD is seeking the following additional information on each of the products, technologies, and approaches from respondents: Application Method Applicable Test Data Consumables Current Users Ease of Use Material Safety Data Sheets Service and Shelf Life Storage and Transportation Requirements Unit and Consumable Cost SUBMISSION GUIDELINES: The response date for this market research is 26 February 2021 at 3:00 PM Eastern Standard Time (EST). No telephone calls will be accepted. All responses to the RFI may be submitted via email to the Contract Specialist at Sheila.l.ramos2.civ@mail.mil or the Contracting Officer at brian.e.mazen.civ@mail.mil. Respondents to this RFI are encouraged to be as succinct as possible, while also providing actionable insight. FORMAT: Page limits for each section are indicated below.� Format specifications for responses include 12-point font, single-spaced, single-sided, 8.5 by 11-inch paper, with 1-inch margins. Responses must be in Microsoft Word, Excel or Adobe PDF format (and, as applicable, PowerPoint).�� Respondents are responsible for clearly identifying proprietary information.� Responses containing proprietary information must clearly mark each page containing such information with a label such as �Proprietary� or �Company Proprietary.�� DO NOT INCLUDE ANY CLASSIFIED INFORMATION IN THE RFI RESPONSE. 1.
