This is NOT a Request for Proposal or Invitation for Bid. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government.� The Government is not seeking or accepting unsolicited proposals. This RFI is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.� Naval Surface Warfare Center, Crane Division, Crane, IN, is seeking information from companies that have the capability and facilities to manufacture and test the Waveguide Assembly Kit and pieces to determine if they meet the Government requirements, assemble the individual pieces into kits, ensure pieces within the kits are packed in a manner which prevents damage to the individual pieces, that marking practices result in easy identification of the kits and individual pieces, and deliver the kits and individual pieces to NSWC Crane to be used in the AN/SPG-62 antenna system.� Interested businesses with the capability and facilities to provide this type of supply, as well as the experience/expertise, should review the draft Statement of Work (SOW) (Attachment 1) and submit a capability statement of no more than three (3) 8.5� x 11� pages (font no smaller than 10 point), excluding a cover sheet, in addition to completing the Market Research Questionnaire (Attachment 2).� Respondents are encouraged to provide comments regarding the viability of the SOW or portions thereof and any recommended additions, deletions, and edits. Please include the purpose/explanation of the response to the RFI, i.e. to better understand the Government requirements; to potentially become a viable option for a future requirement or etc. �The Government may contact RFI respondents to obtain clarification on the information submitted. Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although ""proposal"" and ""offeror"" may be used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. At the current time, NO FUNDING IS AVAILABLE for contractual efforts.� This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract.� The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.� Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. This RFI is being issued solely for informational, planning, and market research purposes in accordance with FAR Part 10.
