- Description
- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the National Ocean Service (NOS) Office for Coastal Management (OCM), using the procedures set forth in FAR Part 13.5, intend to negotiate on a sole source basis with Hawaii Resource Group LLC, DBA Honolulu Marine (HRG) located at 123 Ahui Street, Honolulu, HI 96818, for a firm-fixed price (FFP) procurement for a research and monitoring cruise to the Main Hawaiian Islands (MHI) that supports requirements for the National Coral Reef Monitoring Program. This requirement may be executed as a stand-alone contract or as a modification to existing contract 1305M320CNCNM0064 with HRG. The Contractor would support three major tasks for this coral reef assessment project including transit to study locations, providing meal and berthing accommodations, and operations during research. NOAA will provide the Chief Scientist and Dive Master who will have the overall responsibility and decision-making for how the projects are safely accomplished during the vessel charter in coordination with the Captain of the vessel. NOS/OCM requires that the contractor provide a vessel, personnel, equipment, services, and operational support for a multi-day operation in the MHI to include transportation to sites for the National Coral Reef Monitoring Program. Other companies� similar vessel services do not meet, or cannot be modified to meet, the compatibility needs required by the agency. The North American Industry Classification System Code (NAICS) is 483112, Deep Sea Passenger Transportation, with a size standard of 1,500 employees. This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB), and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
