- Notice of Intent to Increase Contract Ceiling Contract Number NNJ16RN22C NASA/Johnson Space Center (JSC) has a requirement for an increase in the Indefinite Delivery/Indefinite Quantity (IDIQ) ceiling amount of the Business Management Services (BMS), NNJ16RN22C by $10.5M from $42M to $52.5M. The contract ceiling increase is required by February 15, 2021 to allow for continued support of business management services through September 30, 2021, when the contract expires. NASA/JSC intends to purchase the services from Logical Innovations, Inc. by other than full and open competition as authorized by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The current BMS contract requires Logical Innovations, Inc. to continue to provide critical support services to the Office of the Chief Financial Officer (OCFO) at JSC, Stennis Space Center, Marshall Space Flight Center and other NASA entities in the areas of program management, resources management, assessment, accounting, data management to include data entry, data analysis, data integration and reporting, and other general business support. The BMS contract was awarded on May 25, 2016 and expires on September 30, 2021. Only Logical Innovations, Inc., the incumbent, has the capacity to provide continued uninterrupted services through September 30, 2021, the end of the contract.� The Government intends to acquire a commercial item using FAR Part 12. This Notice of Intent to increase the contract ceiling is not a request for competitive proposals. Any responses to this notice must show clear and convincing evidence that competition of the work would be advantageous to the government.
