The vessel operator will provide messing and berthing for 10 passengers, operate the vessel in water depths between 40-1,000 feet, be prepared to launch and recover small boats, and carry ancillary equipment during training exercises. The vessel shall be prepared to transport explosive materials in accordance with United States Coast Guard (USCG) regulations.� The vessel operator shall support loading, storage and discharge of sponsor materials and equipment, and arranging for any shore-side equipment if required for the load/discharge operations at the operator facility.� The vessel shall operate out of Southern California, Point Loma area. Place of Contract Performance:� Operation shall be primarily conducted in Southern California, Point Loma area and/or within 150 nautical miles (nm) of Naval Base Point Loma, Naval Mine and Anti-Submarine Warfare Command. Set-aside Status: �N/A. The decision to release this solicitation as �Unrestricted� is based on responses received from a recent market survey for this service. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. MSC�s Associate Deputy Director of Small Business has concurred with this decision.
