Description

NOTICE: THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT AN RFQ. The intent of this notice is to inform the vendor community of the Virginia Contracting Activity (VACA) proposed contract action. This proposed procurement is for software licenses with which the government intends to solicit and negotiate on a sole source basis under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement.� A determination by the Government not to compete this proposed contract, based on responses to this notice, is soley within the discretion of the Contacting Officer. VACA intends to award a sole source contract to Instilled Video for the acquisition of perpetual licenses for DIA employees to access the Instilled Video suite in a variety of roles, to include but not limited to subject matter experts, instructors, course managers, moderators, community administrators, and learners. In addition, the vendor will provide security-related customization's and guidance in support of the implementation of Instilled Video suite on the DIA Enterprise Learning Architecture (ELA), via unclassified phone support. This requirement will be for one 12 month period.� All responses must be directed by e-mail to Ericka.Wilson@dodiis.mil. Telephone inquiries will not be accepted.
