This is not a request for offers, quotes or proposals.� This notice does not represent a commitment by the Government to issue a solicitation or award a contract.� This is a market research tool only to determine the capability of potential sources. The Department of Housing and Urban Development (HUD) is contemplating establishing a contract under NAICS Code(s) 541720 - Research and Development in the Social Sciences and Humanities and the Small Business Standard is $22.0 million, PSC Code B545 Housing and Community Development Studies, and/or B555 Elderly and Handicapped Studies for the development and management of a team of qualified researchers to expand the ability of HUD�s Office of Policy Development and Research (PD&R) to obtain high-quality, quick response research that will conduct an Evaluation of the Older Adult Home Modification Program that will: �(1) assist in developing and validating performance metrics to evaluate HUD programs and their impacts; (2) help the Department improve policy and manage programs to more effectively achieve strategic outcomes such as improved quality of life for residents and more vital, sustainable and inclusive communities; and (3) assist the Department in demonstrating accountable and effective use of public resources to Congress and other stakeholders as required by the GPRA Modernization Act or other mechanisms and is issuing this Request For Information (RFI) in order to solicit responses from capable sources and capability statements to ensure sufficient competition exists to meet the government�s requirements. The Government contemplates a total small business set aside for this requirement depending on the available sources. Teaming arrangements and joint ventures will be considered for any subsequent procurement based on the Government's market research, provided that the prime is a small business. Please review the performance work statement (PWS) and provide your feedback to alea.c.greene@hud.gov and leroy.h.white@hud.gov.� Please call 817-978-5407 if there are questions. � BACKGROUND Congress appropriated $10 million dollars for the Home Modification program by the Consolidated Appropriations Act, 2019, Public Law 116-6, enacted February 15, 2019, and appropriated another $10 million by the Further Consolidated Appropriations Act, 2020, Pub. L. No. 116-94, enacted December 20, 2019. The program will issue grants to experienced non-profit organizations, state and local governments, and public housing agencies that serve low-income older adults in both rural and urban areas.� These grants will be to deliver low-barrier, high-impact, low-cost, holistic, and person-centered home modifications programs with the goal of enabling the individual to live in their primary residence as independently as possible and for as long as possible.� In the last quarter of calendar year 2020, it is anticipated that HUD will announce the availability of a funding opportunity under the Older Adult Home Modification Program that will provide grants to support seniors who seek to age-in-place.� The grants will support demonstration of the home modification model that encourages a holistic approach consisting of both physical changes to the environment and clinically informed motivation and support that seniors need to live and function safely and comfortably in their homes.� The grants will focus on two complementary ideas: first, that as people age, their needs change, and they may need adaptations to their physical environment to live safely at home; and, second, for the intervention to have the highest impact, the individual�s personal goals and desires should be a driver in determining the actual intervention that takes place. GENERAL DESCRIPTION OF WORK Purpose and Tasks This study will focus on evaluating the effectiveness of the Home Modification grant program. The main objectives of the study are to assess how the grants were implemented (Process) and to track the outcomes of seniors whose homes have been modified (Impact).� The assessment of the home modification program will include how the grant was implemented, describe challenges, barriers, and successes as well as the impact of the home modifications on the recipients.�� The impact on recipients will measure changes in the recipient�s activities of daily living (ADLs), instruments of daily living (IADLs), and any reductions in at-home falls, hospitalizations, and emergency response calls, as well as improving independence and tenure in home over time.� The Contractor will be responsible for creating and implementing the data collection instruments, and analysis to fulfil the two objectives stated above. The contractor must be knowledgeable regarding social science methods and housing policy issues.� The Contractor must possess skills in research management and Quality control, which shall include the evaluation, editing, and formatting of research products prepared by the research team. CONTEMPLATED MAGNITUDE OF THE PROJECT The contemplated magnitude of the requirement is $1,000,000 - $1,500,000. CONTEMPLATED PLACE OF PERFORMANCE Contemplated place of performance is contractor�s facility RESPONSE REQUESTED Small Businesses are encouraged to respond. This synopsis is a market research tool being used to determine the availability and capability of potential sources prior to determining the method of acquisition and whether the government will proceed with this acquisition.� The Government will not pay for any information solicited.� If a contract is ultimately pursued, responses to this synopsis will be used to aid in determining whether the acquisition is set-aside for small business or in establishing small business subcontracting goals.� All qualified firms are encouraged to respond.� The capability statement shall address, at a minimum, the following for the past three years: Name and address of company and or companies (if there is a teaming arrangement or joint venture). Technical expertise relevant to the requirement. Technical approach relevant of the requirement (1 to 2 paragraphs). Management approach relevant to the requirement (1 to 2 paragraphs). Corporate experience relevant to the requirement (1 to 2 paragraphs). Indicate if you are a small business or any other socio-economic categories that apply to your firm under the designated NAICS code. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not exceed 4 pages total, so that the Government can determine the experience and capability of your firm to provide the requirements above.� Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses in case clarifications of your submission are needed. Only electronic copies of capability statements will be accepted and should be emailed to:� alea.c.greene@hud.gov and leroy.h.white@hud.gov. �The e-mail shall contain the following subject line: Response to Sources Sought Notice � FY20 Home Evaluation Study. The Government may use the responses received to determine whether to proceed with the acquisition as a set-aside, or in the absence of a least two small business responses to this notice, may determine to proceed with a full and open competition.� This decision and whether to proceed with the acquisition is at the sole discretion of the Government.� All interested contractors should submit their capability statements by 12:00pm CST on July 20, 2020, Attention: POC Alea Greene.� Late responses will not be considered. No awards will be made from this Sources Sought Notice.� No solicitation is available at this time.� All responses will be analyzed in order to determine the appropriate small business set aside for the future acquisition.
