- The purpose of this announcement is to post vendor set questions and answers. Request for Information for Department of Veterans Affairs Financial Services Center Facility Management Solution January 23, 2020 36C10B20R0009 THIS IS NOT A SOLICITATION. A Request for Information (RFI)/Sources Sought notice is being issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This RFI does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. Overview: VA Office of Management, Financial Services Center requires a Commercial Off the Shelf (COTS) Software as a Service (SaaS) Financial Management Solution (FMS) that will optimize processes for facilities, operating technologies and employees in order to efficiently manage employee locations, office moves, relocations, and consolidation of office space. The Contractor shall also provide facilities management solution integration support, to include program initiation tasks, FMS setup and design, data migration, asset management, work order management, portal management, floor mapping, space and planned move management, user acceptance testing, production technical support, and training. Additionally, the Contractor shall provide FMS solution post production customer support and assessment, authorization, and continuous monitoring. The requirements are further detailed in the attached draft Performance Work Statement (PWS) provided. Information Requested: Capabilities/Qualifications: Include a description of the capabilities/qualification/skills your company possesses to provide the requirements in the draft PWS. Additional Questions: In addition, please answer the following list of questions: What additional information, technical or otherwise, would you need to know in order to propose? Are there any aspects of our requirement that are unclear or appear to be missing? Rough Order of Magnitude (ROM) - Please provide any feedback on the draft PWS, to include a ROM. Company Information/Socio-Economic Status: Provide your company size and point of contact information (name, email, phone number); Provide supply schedule contract number, if applicable, or state if open market; Indicate whether your company, subcontractors, teaming partners, etc. have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small business (VOSB), Women-Owned Small Business (WOSB), Disadvantaged Small business, and/or Hub Zone. If SDVOSB or VOSB, is your company and/or partners registered in the Veterans Information Pages repository (https://www.vip.vetbiz.gov/)? Teaming Arrangements: Description of teaming arrangements that your company would consider in performing the work. Specific Response Instructions: Please submit your RFI response in accordance with the following: 1) No more than 10-pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; 2) Mark your response as Proprietary Information if the information is considered business sensitive. 3) NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. The Government will not review generic marketing materials that do not address the information contained herein or the attached PWS. Responses are requested no later than 12:00 PM EST, February 6, 2020 via email to Keiahna.Brewer@va.gov.
