Description
This is a combined synopsis/solicitation for commercial products, prepared in accordance with format specified in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The Solicitation Number is 24361820Q0012 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2020-06, 06/05/2020. This requirement is being solicited UNRESTRICTED as to business size under NAICS 446199.� The small business size standard for that NAIC is $8 million. This is considered an Emergency Acquisition in accordance with FAR Part 18.� The President has made an emergency declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (41 U.S.C 5121, et seq.) for response to COVID-19. The Office of Personnel Management (OPM) Office of Procurement Operations (OPO) is requesting quotes for hand sanitizer dispenser refills, hand sanitizing equipment and associated supplies, BRAND NAME SPECIFIC for compatibility with existing equipment. The supplies are being solicited on behalf of OPM's Facilities, Security and Emergency Management (FSEM) office for use by occupants of the Theodore Roosevelt Building in Washington DC, and are as specified in the attached Statement of Requirements. The Stafford Act includes a limited time waiver of exemption from the Trade Agreements Act (TAA) for purchase of non-TAA compliant products in order to satisfy requirements. All quotes must be FOB Destination Washington DC.� Please clearly specify whether your quote is GSA Schedule or Open Market.� The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In accordance with FAR 52.212-2, Evaluation-Commercial Items, Offerors may submit quotes offering to supply ANY or ALL of the specified products and/or quantities identified in the attached Statement of Requirements.� The Government reserves the right to make multiple awards as needed in order to obtain the most favorable combinations of delivery speed and price, and as many awards as needed to satisfy the total quantities required based on limited availability of product in the marketplace.� In accordance with FAR 18.104, agencies may limit the number of sources and full and open competition need not be provided for contracting actions involving urgent requirements.� In accordance with FAR 18-110 For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source under certain circumstances. Offerors shall include their SAM.gov registered DUNS number with their quote.� All offerors must be SAM.gov registered in order to receive an award despite the exceptions allowed in Emergency Acquisitions FAR 18-102.� Offerors shall either include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer, or submit a statement indicating that the FAR 52.212-3 representations uploaded to SAM.gov under their DUNS number. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. Additional terms and conditions are specified in the Statement of Requirements. The delivery location has a truck-height loading dock which accommodates a maximum 13' 6"" truck height up to 40' long. This is not a Defense Priorities and Allocations System (DPAS) rated requirement. NOTE:� Although the BetaSAM system requires entry of a solicitation closing date, the solicitation will be open ONLY until sufficient quantity has been located and purchased.�� Because of the scarcity of supply and the high demand for these products, the contracting officer will not wait for the closing date of the solicitation to begin making awards.� Awards will be made as soon as possible after identification of available sources of applicable supply at a fair and reasonable price.� Offerors may submit quotes at any time during the solicitation open period if they have product available, and quotes prior to the solicitation closing date noted on BetaSAM are encouraged.� Submit all offers / quotes via email to the attention of Contracting Officer Shireen Belanger at shireen.belanger@opm.gov . �� Please include this Solicitation Number in the SUBJECT line of your email.� DO NOT CONTACT THE CONTRACTING OFFICER TO OFFER TO PROVIDE NON-BRAND SPECIFIC OR SUBSTITUTE /ALTERNATIVE/NON-COMPATIBLE PRODUCT, OR OTHER PPE PRODUCTS. � The Solicitation will close once adequate supplies have been ordered.
