These documents serve as proof of adjudicated benefits or immigrant status and may allow entry into the United States in accordance with the Immigration and Nationality Act. These cards must be highly secure, tamper resistant and difficult to counterfeit. �The requirement is for an estimated 4 million cards annually with the potential to buy as many as 8.5 million cards per year. USCIS is committed to taking a proactive approach in order to remain ahead of the threat of document tampering and fraud by periodically upgrading and enhancing security features. In addition to the polycarbonate cards, the SIP contract will provide ancillary services to include card design (background artwork and security features), program management support services, technical analysis services, secure storage, and delivery of manufactured card stock. USCIS intends to award a single commercial Indefinite Quantity/Indefinite Delivery (IDIQ) contract, inclusive of five (5) one-year ordering periods for a total of 60 months. �The North American Industry Classification System (NAICS) code is 325211 � Plastics Material and Resin Manufacturing. This acquisition will be a full and open competition; however, the Request for Proposal (RFP) will require small business participation.� The policies and procedures of FAR Parts 12 and 15 will be used. �Selection under this solicitation shall be based on a multi-phased best-value tradeoff evaluation. This notice is not a request for proposals and in no way obligates the Government to award any contract(s). This will be an electronic solicitation released on Contract Opportunities (beta.SAM.gov). �No questions or inquiries will be accepted by telephone.� Hard copies of the solicitation documents will not be available. �All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the Contract Opportunities (beta.SAM.gov) site.� Interested parties are responsible for monitoring this site to assure that they have the most up-to-date information about this acquisition.
