- Solicitation N6227120Q1099 is issued as a request for quotation (RFQ). This is a COMBINED SYNOPSIS/SOLICITATION for a Sole Source requirement to Rotadata Ltd. / CAGE KC2M2 / for a Rotacap V - Blade Tip Clearance system and is prepared in accordance with the information in FAR Part 13, Simplified Acquisition Procedures, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The award will be evaluated on a technically-acceptable-lowest-price basis. The NAICS associated with this purchase is 334513, size standard 750. Method of payment will be Wide Area Work Flow (WAWF). Sole Source Requirement: The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under FAR Part 6.303-2. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Description of Product 1.0 Background/Introduction: The measurement of a blade tip�s clearance is necessary during the development and testing of turbomachines as the clearance has a significant influence on the turbines performance/operability and errors could lead to mischaracterizations of stage capability. The Turbo-Propulsion Laboratory (TPL) at the Naval Postgraduate School (NPS) is adding blade tip clearance measurements to the Transonic Compressor Rig (TCR). 2.0 Minimal Technical Requirements/Salient Characteristics: Qty 1 Rotadata Brand Rotacap V - Blade Tip Clearance system SOR/RFQ/SSJ attached
