Bid Results have been posted in response to Bid opening held on 7/10/2020 at 3 p.m. PST. SEE Attachment for details. _________________________________________________________________________________________________ Solicitation Amendment 20B00160001 is provided. Please note that your bid MUST BE sent to all individuals listed within this amendment. Solicitation Document 20B0016 is provided. Please assure you read all requirements thoroughly. Additionally, the boat pictures are attached to the end of the document. The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the manufacture, outfitting, and delivery of one new 26 foot welded aluminum patrol boat with at a minimum two four stoke 200HP outboard engines, non-commercial supply, prepared in accordance with Federal Acquisition Regulation Part 14. The NAICS code applicable to this acquisition is 336612, with a small business size of 1,000 Employees as determined by 13 CFR 121.104. Competition for this requirement is unrestricted. In accordance with FAR 19.502-2(b)(1), �Before setting aside an acquisition under this paragraph, refer to�19.203(c). The contracting officer shall set aside any acquisition over $150,000 for small business participation when there is a reasonable expectation that -�(1)�Offers will be obtained from at least two responsible small business concerns offering the products of different small business concerns (see paragraph (c) of this section).� The Government is not confident that responsive bids will be received from two or more small business fabricators. When available, the solicitation documents for this project will be provided under solicitation W912EF20B0016. The agency estimates that the solicitation will be available on or around 04 June 2020. Please do not submit an offer without the solicitation package that will be provided to industry by the Government. The solicitation will be an Inquiry for Bid. The official bid due date will be contained within the solicitation and any solicitation amendments that may be issued. � Description of the Requirement: The contractor shall provide all labor, material, equipment, and engineering necessary to build and deliver a boat meeting the requirements below. SCOPE � The vessel shall comply with all current U.S. Coast Guard Regulations, US Army Corps of Engineers Safety Manual EM 385-1-1 Section 19, and Federal and State environmental requirements with respect to a vessel�s function, construction and equipment outfitting. The vessel shall be newly manufactured and shall be built entirely of aluminum by a proven manufacturer regularly engaged in the manufacture of welded aluminum boats. All welding shall be accomplished in accordance with the recommendations of the manufacturer of the material used in the construction of the vessel. All sharp and /or rough edges shall be ground round and smooth and all weld splatter and slag shall be removed. All exterior seams and butts shall be flush and smooth and the hull plating shall be shrunk as required to remove all ripples and make fair. � 26 FOOT ALUMINUM PATROL BOAT MINIMUM REQUIREMENT � Hull and Hardtop:���������� � Length: 26 feet Beam: 102 inches wide Bottom hull and transom thickness will be at least 0.25 inch and 5086 Marine Alloy will be used for the entire hull Bow anchor storage compartment Dual panoramic windshield wipers Walk through door at transom 2 remote spot lights mounted forward on hard top on both port and starboard sides Diamond plate on bow sides Stainless steel docking lights in bow with control switch on dash Wash down pump system with transom scoop �Welded aluminum law enforcement ladder at bow of boat �Bennett electric trim tabs with necessary controls on helm �12� tall welded railing on bow of boat �3� D Solid rubber rub rail 18� on each side �Full hard top with sliding side windows, roof railing, rear facing LED flood light, two red/white LED dome lights, welded grab handles, bow door extending into roof, rear side windows fixed, roof mounted LED anchor light, welded aluminum light bar mount on hardtop to accommodate at least a 48� light bar and full hardtop powder coated forest green (color approved by technical expert for the Corps) �Gray marine vinyl wrap along sides of boat (color approved by technical expert for the Corps) �LED navigation lights and horn per USCG rules and regulations �2 bilge pumps and auto switch 1100gph with control switch on dash for manual operation �4 welded 10 inch cleats on each side with reinforced mounting plates Fuel/water separator �Diamond Plate (step deck, trim, fore deck) �Extended full width outboard bracket to fit twin 200 hp engines �Zinc anode port transom At least 4 heavy duty lifting/turning strakes �Powder coat all diamond plates Meets or exceeds all USCG guidelines At least 100 gallon fuel tank At least 10 year commercial hull warranty Includes 4-5 hour training session on site for boat familiarity, operation, and maintenance Interior Specifications � Suspension seats with swivels on both port and starboard side for driver and passenger Storage box seats with cushions and folding backs at least 18� x 42� on both port and starboard sides behind suspension seats Port under helm storage compartment Hydraulic steering system with stainless steel steering wheel All accustomed gauges (2 sets) and binnacle controls Chart Plotter/Depth Finder with 12 inch screen and structure scan, real-time sonar, charts of the Columbia and Snake Rivers and active imagine with necessary transducer and hardware mounted in boat Dual battery with necessary master switch 12 volt power point Carpet interior sides, dash and roof Floor board cutouts at transom for draining debris VHF marine radio and antenna installed in boat � Motors Specifications � Two counter rotating outboard motors installed on boat with controls 200 HP output each engine 3.4L V6 engine with Dual Overhead Cam and 24-valves Electronic fuel injection computer controlled with advanced range optimization 85-amp alternator with idle charge Must operate using unleaded regular 87 octane gasoline Electric Start with smart start protection Gear case ration of 1.85:1 Water cooled system with thermostat Power trim on tilt on both engines Engines will be black Top Cowl Service door for ease of checking oil level without removing the cowling Tie bar between engines 2 stainless steel propellers that are matched to the outboards performance � WELDED ALUMINUM BOAT TRAILER MINIMUM REQUIREMENT � Design Specifications Designed for specific boat requested above Stepping plate on front of boat trailer for bow entry of boat Solid nonskid diamond plate fenders with stepping platforms in front and behind wheel wells Full length welds with overlay gussets on commonly known stress points Oil bath hubs and surge disc brakes both axles Water tight LED lights and fully sealed electrical connections throughout trailer Dual wheel tongue jack to exceed tongue weight of trailer Front winch to hold boat on trailer Rear tie down straps to hold the back of the boat on the trailer Aluminum wheels with 10 ply radial tires 2 Spare tires and wheels mounted on trailer that match the other wheel/tire combinations. � TRIALS � At 70-80 percent completion the contractor shall coordinate an on-site meeting at their facility with the technical expert to go over the boat build to that point to assure all aspects of the contract are being met.� The government will at its own expense sent the technical expert and 1-2 other employees for the on-site meeting. The vessel must undergo in-water trials.� The trials must demonstrate that hull, mechanical, and electrical systems function properly and that the vessel meets minimum requirements.� Trials shall be conducted on the day of delivery with the contractor and the on-site technical expert present.� Any failure will be repaired by the contractor. � Delivery Requirement: � This resultant contract will require a delivery date of no later than six months following the date of contract award. � Important Note: The Beta.SAM Response Date listed elsewhere in this synopsis is for Beta.SAM archive purposes only.
